Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a master’s degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates to fill the position of Assistant Commissioner for the Office of School Governance, Policy, and Religious and Independent Schools. This Office encompasses the State Office of Religious and Independent Schools, Education Management Services, Grants Management and Facilities Planning and the Offices of Native American Education and Charter Schools. The Assistant Commissioner will be responsible for the development of Department policies, regulations and laws which reflect the diverse needs of the populations served by this Office and ensure compliance amongst existing State and federal rules and regulations. Other duties of this position include, but are not limited to, the following:

• Coordinate the development and preparation of reports on initiatives within the Office and present such information to the Board of Regents, Commissioner, Governor’s Office and Legislature, as appropriate;
• Identify and remove barriers impeding progress in serving the diverse nonpublic, Native American, charter, religious, independent and nonpublic constituencies;
• Provide policy and program guidance to Native American, charter, religious, independent and nonpublic schools statewide;
• Direct and coordinate administrative and fiscal processes and procedures;
• Oversee State Aid supported programs including state building aid, transportation aid, BOCES aid, Mandated Services Aid, Comprehensive Attendance Policy, Smart Schools, and other programs totaling $6 billion;
• Review and analyze proposed legislation and regulations and propose amendments to legislation and regulations, as necessary;
• Ensure appropriate membership and direct the operation of the Commissioner’s Advisory Council for Religious and Independent Schools;
• Collaborate with the Office of Counsel regarding Native American, charter, religious, independent and nonpublic school litigations;
• Lead the response to legislative bills, draft new regulations and policies, and update the guidelines and processes for recognition of Native American, charter, religious, independent and nonpublic schools;
• Communicate effectively and maintain working relationships with State and federal officials, local governments, business and community-based organizations; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education.

*Salary will be commensurate with Education and Experience.
