Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 70.1 Transfer: One year of permanent competitive or 55b/c service as an Associate in Higher Education, Associate in Higher Education Opportunity, Associate in Occupational School Supervision or Associate in Teacher Education.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor of Higher Education Programs position within the Office of College and University Evaluation. This Office assesses the compliance of public, independent, and proprietary degree-granting institutions and the programs of study they offer with the standards of quality set forth in law, rule, and regulation. Under the direction of the Director of College and University Evaluation, the incumbent of this position will be responsible for the management and oversight of work related to institutional accreditation as well as other priority projects. Duties of this position include, but are not limited to, the following:

• Manage and supervise NYSED staff work related to institutional accreditation;
• Advise the Director of College and University Evaluation and other NYSED staff regarding policy and regulatory matters related to institutional accreditation, including the development of regulatory amendments for consideration by the Board of Regents;
• Prepare the application, supporting evidence and responses to the United States Department of Education for renewal of recognition by the U.S. Secretary of Education as an accrediting agency;
• Ensure compliance with all federal standards and requirements for continued recognition by the U.S. Secretary of Education;
• Design, develop and implement accreditation training for the Board of Regents, Regents Advisory Councils and peer site reviewers;
• Direct the fiscal management of institutional accreditation, including budgeting, program approval, fund distribution and management, and program auditing and monitoring;
• Coordinate NYSED responsibilities concerning the merger, conversion, transfer of ownership and closure of NYS degree-granting institutions;
• Supervise the review and evaluation of student transcripts related to the conferral of degrees by the Board of Regents for students at closed institutions;
• Review and approve teach-out plans submitted by closing institutions that are accredited by the Board of Regents;
• Provide oversight and coordination of the “Enough is Enough” statute, related to the prevention of sexual assault on college campuses;
• Develop policy and regulatory recommendations concerning mergers, conversions, transfers of ownerships and closures of degree-granting institutions; and
• Supervise professional and clerical staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $114,553 based on annual performance advances.
