Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
The successful candidate must have strong problem-solving, quantitative, analytical and communication skills (verbal and written); proficiency with Excel, PowerPoint and Word; the ability to work collaboratively; and must demonstrate a capacity to work with large data sets. The preferred candidate will have experience in state operations and capital examination, as well as a working knowledge of program analysis.
Duties Description The Performance Management Unit is seeking a candidate to further implement the Strategic and Performance planning (B-1220) process.
This position will provide the incumbent an opportunity to
• Gain an enterprise-wide understanding of agency funding, programs and operations;
• Collaborate with a broad array of Division and State agency staff; and
• Develop performance metrics and a reporting framework that will shape policy decisions and inform the general public.
Responsibilities will include, but are not limited to:
• Further development of the B-1220 strategic planning process, including aligning the planning cycle to fully integrate with and inform the budget-making cycle;
• Implementation of a new capital planning cycle;
• Identification and execution of Lean process improvements;
• Recommendation of additional policies and approaches that will continue to drive efficiencies in State government; and
• Other duties to support delivery of unit assignments as needed.
