Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Assistant in Education Improvement Services if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Early Learning. This Office provides oversight and technical support to school districts in the development, implementation and evaluation of programs and policies related to educating students in Prekindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy. The Office works closely with parents, Early Care and education agencies, schools and state agencies to coordinate programs and resources with the goal of making New York’s early learning system as comprehensive and seamless as possible. Duties of the position include, but are not limited to, the following:

• Assist in the management of data and develop reports to inform decision-making and policy development for Prekindergarten to third grade initiatives and programs;
• Assist in developing technical assistance web-based and printed resources;
• Assist school districts in completing fiscal and programmatic reporting, and providing contractual support and assistance;
• Provide remote and onsite technical assistance to the school district sub-grantees in the implementation of Prekindergarten programs;
• Assist with planning and conducting monitoring visits and program reviews of early childhood programs;
• Assist with reviewing and processing grant applications and other reporting data related to grant funding;
• Assist with tracking materials to communicate the status of assigned school visits;
• Assist with the preparation and review of program evaluation reports, memoranda, instructional guides and other resources;
• Assist with the preparation and review of legislation, regulations, policy statements and amendments;
• Assist with the preparation and review of State and federal proposals related to early learning and development, parent engagement, high quality programs, and teacher education;
• Assist with the implementation of professional development consistent with the mission of the Office; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. * Leads to a maximum salary of $86,398 based on annual performance advances.
