Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Assistant in Education Improvement Services if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Accountability (OA). This Office oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The OA works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The School and District Review team is responsible for completing approximately 250 multi-day onsite diagnostic district and school reviews for Priority and/or Focus schools in conjunction with the ESEA Waiver. The incumbent of this position will be responsible for activities supporting the implementation of the Diagnostic Tool for School and District Effectiveness (DTSDE). Other duties of this position include, but are not limited to, the following:

• Participate in on-site reviews of identified Priority and Focus Schools and assist in the writing of the Diagnostic Tool for School and District Effectiveness (DTSDE) Final Reports;
• Participate in the Calibration Assurance Process to ensure that proper alignment has been made between the evidence and the DTSDE rubric and rating;
• Co-Lead “Forensic Reviews” of Priority Schools to make recommendations regarding their accountability status;
• Assist in the programmatic review and approval of School Comprehensive Education Plan for Priority and Focus Schools and District Comprehensive Improvement Plans for identified Focus Districts;
• Assist in the review of Title I School Improvement Grant applications for identified schools;
• Prepare written materials, including correspondence and research, to assist in the development and implementation of policies and procedures related to the various components of the District and School Review Team and other SED initiatives; and
• Engage in and assist with the facilitation of professional development activities related to the DTSDE Process and other SED initiatives.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
