Bachelor’s degree and a valid NYS real estate appraiser’s license or a valid NYS real estate broker or salesperson’s license with five years of relevant experience. Associate’s degree may be considered for candidates who have a valid NYS real estate appraiser’s license or a valid NYS real estate broker or salesperson’s license and at least seven years of relevant experience. Other combinations of education and experience may be considered for candidates with a valid NYS real estate appraiser’s license or a valid NYS real estate broker or salesperson’s license and at least ten years of relevant experience focusing on commercial real estate. Two years' supervisory experience or successful completion of designated supervisor training during probationary period is required.

Preferred Qualifications
Bachelor’s or Master’s degree in Real Estate, Business Administration, Construction Technology, or related fields with a valid real estate appraiser’s license or a valid real estate broker’s license and at least seven years of real estate transaction experience focused on commercial leasing. Real estate experience which involved real estate appraisal, real estate sales, construction, commercial leasing, property management, home inspection and/or development (as opposed to experience solely in the area of residential sales). Understanding of the New York State process for approval of contracts, acquisition and sale of real estate. Must possess a valid driver’s license.

Duties Description Primary Purpose
The Senior Real Property Analyst assists the Director, Real Property in managing (i) the purchase, lease, sale and/or valuation of property and/or facilities on behalf of DASNY clients and (ii) the monitoring, maintenance and rehabilitation of space leased by DASNY clients. The Senior Real Property Analyst will supervise other Real Property Unit staff and assist with overseeing the day to day operations of the Real Property Unit, including managing work load assignments, tracking and monitoring project status and reviewing project documentation. Working independently, the Senior Real Property Analyst shall undertake assignments that require a high level of initiative, expertise and independent judgment in a wide variety of tasks.

Essential Functions
• Assist with the oversight, supervision and management of the day to day operations of the Real Property Unit relating to the purchase, lease, sale and or valuation of property and/or facilities on behalf of DASNY clients, including direct supervision of other employees in the unit.
• Supervise, assist with and/or conduct site searches, review/analyze appraisals, identify, evaluate and secure space for OMH and OPWDD, negotiate and review the business terms of property leases or acquisitions and coordinate and manage the tasks of various parties involved in the purchase or lease of property.
• Supervise the review and analysis of fair market rent studies and appraisals.
• Assign, manage, and prioritize workload and allocate work among staff; establish program priorities and ensure the timely and efficient processing of assignments.
• Act as liaison with client agencies regarding the purchase, lease, sale and/or valuation of property and/or facilities on behalf of DASNY clients.
• Draft and review lease agreements, within established program parameters, to help ensure that they are in proper legal form and have all necessary approvals and supporting documents.
• Monitor the status and priority of the lease transactions and bring any concerns to the attention of the Director, Real Property, as appropriate.
• Supervise and manage the coordination of periodic inspections of leased premises occupied by client agencies to insure compliance with lease terms and custodial service contracts, prepare and/or review inspection reports detailing facility conditions; work with DASNY field staff and client agencies to centralize, coordinate, investigate, resolve and manage complaints regarding facility conditions and make recommendations regarding corrective action. Where necessary, contact landlords to remedy the problem or deficiency.
• Monitor the status and priority of the property management issues and bring any concerns to the attention of the Director, Real Property, as appropriate.
• Supervise interactions with landlords, client agencies, real property analysts, other DASNY staff and consultants as required or necessary and manage progress of work required to remedy deficiencies and prepare reports and correspondence delineating problems in case of non-compliance.
• Responsible for acting as a 24/7 point of contact for handling emergency situations.
• As requested by client agencies, coordinate, conduct and manage program space analysis and studies to determine optimum location of staff and equipment within leased facilities and prepare space layouts, plans and specifications.
• Confer with Director, Real Property to assure proper completion of assignments, identify and describe potential problems or delays encountered by staff and relay any relevant information to the Director, Real Property, as appropriate.
• Assist the Director, Real Property and others in developing policies and procedures;
• Assist the Director, Real Property to assess, develop and implement internal controls for the Real Property Unit, and oversee the review and testing of such controls.
• Consult with Office of General Counsel regarding clarification of legal implications of leases and other property related contractual agreements, as necessary.
• Develop and monitor performance measures and unit goals and objectives.

Other Duties and Responsibilities
• Training and evaluation of employees is required.
• Assist with the development, documentation and implementation of procedures.
• Assist with the assessment/development and implementation of internal controls and participate in the review and testing of same.
• Undertake special assignments as directed.
• Maintain regular, consistent attendance and punctuality in accordance with DASNY policy.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Additional Comments Supervision
Supervision of employees is required.

Physical/Mental/Visual Demands
Frequent travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.

Work Environment
Standard office environment, with periodic visits to property sites. Requires the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler, financial calculator, date stamp, shredder.
