Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3.

Section 52.6 Transfer: One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.1 Transfer: One year of permanent competitive or 55b/c service as an Archives Conservation Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Provisional Appointment: If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must either have one year of permanent service as an Archives and Records Management Specialist 2 OR candidates must have a master’s degree in history, government, business or public administration, political science, American studies, library science, information science (not computer science), or archival administration AND four years of qualifying experience in which the majority of duties involved one or more of the duties described below and at least two years of the qualifying experience included direct supervision of professional staff or responsibility for administration of an archives and records program.

Qualifying Experience:

1. Analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body, or corporation;

2. Providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration for an institution, governmental body, or corporation;

3. Developing or implementing guidelines, standards, policies and procedures concerning records management and/or archives administration for an institution, governmental body, or corporation;

4. Evaluating available information technology to support recordkeeping needs and requirements of an institution, governmental body, or corporation; OR

5. Acquiring, controlling, preserving, making available, or promoting use of archival records, whether in electronic, paper, or other form for an institution, governmental body, or corporation.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the following qualifications:

• Demonstration of experience with core archival and records management practices including scheduling/appraisal; archival description and preservation; digital preservation and electronic records; and references services to a wide range of users including State and local government agencies, academics, educators, genealogists, local historians, and the general public;
• Experience with records management methods and techniques, especially in a government setting.

Duties Description The New York State Archives is seeking candidates for an Archives and Records Management Specialist 3 position. The New York State Archives is housed within the Office of Cultural Education and is a program of the New York State Education Department. The New York State Archives provides advisory services to local government and state agencies including, but not limited, to the management, storage and disaster planning of records. Under the direction of an Archives and Records Management Specialist 4, the incumbent of this position will provide direct advice and assistance to local governments and state agencies on a wide range of topics including, but not limited to, records retention, inventory, storage, preservation and access. Other duties of this position include, but are not limited to, the following:

• Provide direct advice and technical assistance to local governments and state agencies on a variety of archives and records management topics via on-site visits, telephone, e-mail or other forms of correspondence;
• Conduct trainings at both New York State Archives workshops and at meetings of local government groups;
• Promote the development of effective local government and State government records management programs through consultations and refer customers to other areas of the New York State Archives as needed; and
• Participate in the development of workshops, publications and other records management products and services directed to local governments and state agencies.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required. This position requires statewide travel estimated to be 30% of the job duties and limited overnight travel.

*Leads to a maximum salary of $89,095 based on annual performance advances.
