Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the examination are:

New York State Professional Engineer’s license and current registration and: Promotion: One year of permanent competitive service as an Assistant Engineer (Civil/Transportation); Open Competitive: Two years of professional civil engineering experience related to transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

Duties Description This position will be assigned to the Hudson Valley Transportation Management Center (HVTMC) in Hawthorne, Westchester County. The HVTMC is a 24/7 facility tasked with monitoring and reporting on the transportation network in the Lower Hudson Valley. Department staff work side-by-side with State Police and contract staff to gather and disseminate up-to-the-minute information on planned and unplanned events on the network.

The Lower Hudson Transit Link (LHTL) is a program of integrated transit-supportive infrastructure projects along the I-287/I-87 corridor, including the parallel and connecting arterial highways, within Rockland and Westchester Counties. Collectively, the project elements will seek to enhance the quality and reliability of the existing east-west transit service in the corridor by laying the foundation for introducing Bus Rapid Transit (BRT), as well as improve the overall safety and traffic operations for all users of the transportation network.

The various project elements will include new distinctive buses, shelters and modern passenger amenities at existing and proposed bus stop locations; pedestrian safety and operational improvements at the bus stop locations and adjacent intersections along Routes 59, 119 and 9; and an Integrated Corridor Management (ICM) system to maximize efficiencies of the existing traffic and transit networks, integrated into the HVTMC. The ICM system will include traffic signal upgrades; addition of adaptive signal control, transit signal priority (TSP) and bus queue jumps at select intersections; automatic vehicle location (AVL), computer-aided dispatch (CAD) and real-time passenger information technologies; automated incident detection and closed-circuit television (CCTV) video surveillance enhancements; motorist advisory, lane use management and variable speed limit control electronic signage, as well as variable message sign (VMS) replacements and new location installations; and ramp metering deployment at selected interchanges along the I-287/I-87 corridor.

DUTIES
The selected candidate will serve as the ICM Corridor Manager for the LHTL ICM Corridor. The Corridor Manager is the primary point of contact and decision-making entity for operations along the corridor. This includes strategic planning, operations, institutional support, incident response planning, asset management, data management and oversight for the LHTL ICM Corridor. Interested candidates should possess strong organizational and managerial abilities, and should have demonstrated good engineering judgment, technical awareness and resourcefulness in previous positions. Working under the direction of the TMC Manager, and alongside the Transit Operator Manager who will also be located at the HVTMC, the specific duties of the selected candidate will include but are not limited to the following:
- Develop the Corridor Strategic Plan in alignment with the overall vision and goals for the LHTL ICM Corridor;
- Ensure the development, review and update of agency agreements related to the LHTL ICM Corridor;
- Coordinate regular ICM Governance meetings between NYSDOT and ICM Partners, including the new transit operator;
- Review and approve incident response plans and metrics based on current performance and future needs for the corridor as a whole;
- Implement asset management practices for the LHTL ICM Corridor assets, including preventative maintenance requirements;
- Determine and update staffing needs for the ICM corridor including the need for ICM support personnel from other corridor agencies;
- Coordinate operation activities with the Transit Operator Manager;
- Oversee Outreach and Communications for the LHTL ICM Corridor;
- Establish and review procedures for data storage in accordance with department policies;
- Oversee and ensure security of the ICM system;
- Ensure appropriate training and skills programs are in place for the operation of the ICM system; and
- Responsible for all ICM Reporting to NYSDOT and ICM Partners.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments Additional Downstate Adjustment of $3, 026 will be added to the employee's basic salary.
