Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Information Technology Specialist 4, SG-25 within the New York State (NYS) Office of Information Technology Services (ITS), Dedicated Support division, the Higher Educations Services Corporation (HESC) bureau, the Information Technology Specialist 3, SG-23, will be assigned to lead change management, procurement and staff development activities. Duties include, but are not limited to:
• Ensure the standard change management process is being adhered to by reviewing all change requests which impact agency or have a cross-portfolio/agency impact.
• Assist client agencies to determine business and technical impact.
• Coordinate schedule of changes and agency blackout periods.
• Coordinate ITS and agency testing activities (for which work outside of standard business hours should be expected).
• Work with the Agency Release Manager to review upcoming releases.
• Manage and monitor the Change Advisory Board (CAB) meeting for each agency.
• Notify Patch Testers about the deployment of the Monthly Microsoft Security Updates, 3rd Party Software patches\updates, O365 updates, and Out-Of-Band updates.
• Prepare notifications to the CRMs and/or the Change Advisory Board for changes that will be impactful.
• Negotiate initial pricing and renewal terms with vendors. Manage vendor relationship.
• Find vendors that potentially meet requirements outlined by agency and the technical experts.
• Translate product and business objectives into technical proposals and decisions.
• Manage procurement process and complete required documentation, with assistance from subject matter experts.
• In consultation with managers, identify staff development needs, develop and update training plans.
• Create reports to track staff progress and provide to management as needed.
• Assist with scheduling and coordinating trainings.
• Perform the full range of the supervisory duties as applicable.
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law.
To qualify for appointment via Open Competitive Examination you must possess the following:
a bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;
Or 2. a bachelor's or higher level degree in any field AND three years of experience in computer related areas as described in #1 above;
Or 3. an associate's degree* with 15 semester credit hours in a computer science field AND four years of experience in computer related areas as described in #1 above;
Or 4. five years of experience in computer related areas as described in #1 above.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
