Minimum Qualifications Transfer:

Candidates must have permanent status as a Nutrition Services Administrator, Grade 20, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law.

Provisional:

In the event there is no viable Civil Service list, a provisional appointment may be made. In order to be eligible for a provisional appointment, candidates must have completed one year of professional administrative experience* in a food or nutrition program AND

Either 1: have completed a program in dietetics-nutrition leading to a bachelor’s degree or higher degree that is, at the time you completed the program, registered by the New York State Education Department as qualifying for certification in dietetics-nutrition or accredited by the Commission on Accreditation for Dietetics Education (CADE); and have completed at least 900 hours of supervised dietetics practice under the supervision of a registered dietitian or nutrition professional;

Or 2: you must be currently registered with the Commission on Dietetic Registration (CDR) as a Registered Dietitian.

*Professional administrative experience is defined as duties focused on planning, coordinating, and supervising in a community-based, residential, hospital, or institutional nutrition services program which includes one or more program components: food distribution, food production, clinical dietetics, outpatient nutrition services, or quality management services.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. At this time, a date for the Nutrition Services Administrator 1 examination has not been announced.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Nutrition Service Administrator 1, SG-20, position at the Cook Chill Production Center (CCPC) located in Orangeburg, New York. CCPC produces wholesome food that meets the nutritional and budgetary needs of its customers, which include Office of Mental Health facilities, other state and government facilities, and non-profit agencies. Cook Chill is a system which prepares large quantities of food with an extended shelf life.

The incumbent of the Nutrition Services Administrator 1 position will be assigned to work in the Quality Assurance (QA) Unit, and will assist with developing, revising and maintaining standards to assure OMH clients are receiving safe and nutritious food. This position requires the incumbent to work in a refrigerated and sometimes wet work environment and involves extensive walking and some lifting. Some knowledge of product development, food science, and laboratory procedures are preferred. Specific duties to be performed may include, but are not limited to, the following:

Perform daily inspections of operations to ensure all CCPC food safety and quality standards are followed for every process daily, including USDA Food and Drug Administration (FDA), Hazard Analysis and Critical Control Points (HACCP), Good Manufacturing Practices (GMP’s), Sanitation Standard Operating Procedures (SSOP), and State and local regulations.

Complete recipe analysis and lab assessments using computer software and databases.

Develop policies, training protocols and maintain USDA records to assure food quality.

Coordinate and conduct staff training programs and maintain staff training records.

Prepare food products for quality reviews using various retherm systems.

Perform Quality Control tasks at Cook Chill.

Travel periodically to other agencies to perform QA reviews, food demonstrations and training.

Maintain and update specification sheets on all food and non-food products purchased.

Confer with USDA Inspector on issues related to compliance with HACCP, SSOP and GMP’s.

Additional Comments Preferred candidates will possess a demonstrated ability to write policies and strong computer skills including Word, Excel, and Access.
