Job Specifics
Minimum Qualifications + Minimum Qualifications for Provisional Appointments:
A bachelor's (or higher) degree in Biology, Marine Science, Fisheries Science, Ecology, Conservation Biology; and four years of experience with marine fisheries management demonstrating progressively increased levels of responsibility. This would include development of marine fishery management plans, implementations and monitoring of the plan requirements, supervision of staff for these efforts, professional experience on technical committees, advisory boards and/or policy level committees dealing with fishery management issues. Promotional Qualifications: Must be a qualified employee of the NYS Department of Environmental Conservation and have had one year of permanent competitive or 55b/55c service as a Bio 2 (M).

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and either:
Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 3 (Aquatic), (Ecology), (Marine) or (Wildlife), SG25.
or
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. Duties Description • Represent the Department on the Mid-Atlantic Fishery Management Council (MAFMC) and most Atlantic States Marine Fisheries Commission (ASMFC) management boards. Participate in all aspects of federal fishery management, including attendance at 6 regular MAFMC meetings and any additional committee meetings and workshops, and develop recommendations for state positions and policies relative to federal fisheries. Participate in all aspects of the Interstate Fisheries Management Program conducted by the ASMFC, including attendance at 4 regular meetings, plus conference calls and any extraordinary meetings. Serve as a meeting or specific proxy representing the Division Director/Bureau Chief on various fishery management Boards.
• Track activities of the New England Fishery Management Council (NEFMC) as they relate to mid-Atlantic fisheries and New York-based fishermen who participate in New England fisheries, e.g. Northeast Multispecies (aka “groundfish”) and be New York’s representative to NEFMC as needed;
• Coordinate the Department’s compliance with ASMFC fishery management plans, including conducting ASMFC hearings in NY, preparing and/or reviewing annual compliance reports, and development and implementation of regulatory action; and
• Develop recommendations for changes in policy and procedure related to marine fisheries management.
• Directly supervise the marine fisheries Quota Management and the Data Management/Fisheries Disaster Units and the Biologist 2 Marine Unit leaders for these.
• Direct all administrative activities of the Section including budgets, work plans, performance evaluations, time & attendance approvals, correspondence response, etc.
