Job Specifics

Minimum Qualifications Bachelor’s Degree and five years of professional research experience in the appropriate field; or a Master’s Degree and four years of such experience; or a doctorate in the appropriate field and two years of such experience.

PREFERRED QUALIFICATIONS:
Demonstrated experience in human subjects protections and research ethics related to the conduct or oversight of clinical research. IRB management experience and/or Certified IRB Professional (CIP) designation strongly preferred. Knowledge of single Institutional Review Board processes for multi-site clinical studies is preferred. Candidates should be detail oriented with excellent interpersonal and organizational skills with a proven track-record of managing multiple tasks and priorities.

Duties Description The Director of NKI’s Human Research Protection Program will work in close liaison with Institutional leadership, the Research Foundation for Mental Hygiene, Inc. (RFMH), New York State Office of Mental Health (OMH), and with the New York University Langone School of Medicine (NYULSOM) on all matters related to human subjects research. The incumbent will develop, refine, and implement policies and procedures for the conduct of human subjects research that are in accordance with applicable local, state, and federal regulatory requirements. Knowledge of current state and federal regulations with the ability to interpret alterations to policies, guidelines and ethical codes related to the protection of human subjects in research is required. The incumbent will direct IRB staff and office; provide regulatory guidance to the IRB Chair, members, investigators, and Institute leadership; provide support and guidance to investigators in the design and submission of research protocols, including consent documents; ensure that minutes are incompliance with federal regulatory standards; be responsible for the development and coordination of education and training materials that promote the highest standards for the conduct of human subjects research; and oversee the electronic protocol submission and management system. The incumbent will also act as liaison for audits by federal regulatory agencies, regulatory bodies, and accreditation bodies.

BACKGROUND INVESTIGATION/JUSTICE CENTER REVIEW: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

The Nathan S. Kline Institute for Psychiatric Research (NKI) is seeking qualified candidates to direct the Institute’s Human Research Protection Program. The NKI is a facility of the New York State Office of Mental Health (OMH) located on the grounds of Rockland Psychiatric Center in Orangeburg, NY, fifteen miles north of New York City. NKI is affiliated with the New York University Langone School of Medicine (NYULSOM), located in midtown Manhattan. Sponsored programs are administered through the Research Foundation for Mental Hygiene, Inc. (RFMH), a non-profit foundation affiliated with OMH. The Institute’s mission is to develop better methods to prevent and treat serious and persistent mental illness through biological, epidemiological, clinical, and services research.

This position is eligible for a Downstate Adjustment of $3,026.
