Job Specifics
Duties Description Under the general direction of the Chief Executive Officer of the Department of Public Service (DPS), the Director of the Long Island Office will be responsible for the oversight of the Long Island Office (LIO) of the DPS. The LIO is responsible for examining the core utility operations of the Public Service Enterprise Group-Long Island (PSEG-LI) and assisting the Long Island Power Authority (LIPA), where feasible, with its role in overseeing the activities of PSEG-LI consistent with bond obligations, applicable statutes and contracts. The Department’s LIO is tasked with maximizing accountability and transparency on all matters related to electrical service in the service area during various conditions. The Director‘s duties include, but are not limited to, the following:
• Serving as advisor and consultant to the Chief Executive Officer and making recommendations to the LIPA Board on matters related to the utility operations of PSEG-LI.
• Managing and directing the staff of the LIO, including recruitment and development activities.
• Planning, organizing, directing, and coordinating the complex technical work of the LIO.
• Coordinating the work of the LIO with other offices in the execution of analyses, studies, reports and plans related to PSEG-LI and/or LIPA.
• At public hearings established to discuss rate proposals impacting LIPA customers, supervising the presentation of DPS recommendations with regard to rate proposals submitted by LIPA and PSEG-LI.
• Attending LIPA Board meetings (as needed) in order to make recommendations with respect to the operations and terms and conditions of service of, and rate and budgets established by, LIPA and/or PSEG-LI.
• Giving technical assistance and support to other Department offices.
• Analyzing proposed legislation and formulating recommendations in areas that affect the LIPA Board’s rules, regulations and responsibilities.
• Representing DPS at hearings, conferences and before federal offices and as members of various committees of the National Association of Regulatory Commissions.
• Meeting with members of LIPA and/or PSEG-LI, their counsel, and the general public concerning matters of special or general interest with respect to the operations and terms and conditions of service of, and rates and budgets established by, LIPA and/or PSEG-LI.
• Interfacing with senior level management at LIPA to ensure adequate and timely conveyance of issues and information.
• Managing, coordinating, and directing the internal operation of the Office; providing administrative support to the Department; and serving as liaison with key control and other State agencies.
• Monitoring LIPA and PSEG-LI storm response, including coordinating with applicable Department offices for the coverage of central command centers of LIPA and PSEG-LI.
• Fostering a culture of professionalism in all work.
• Applying first class interpersonal and communication skills and working collaboratively with Department Directors and Executive Staff.
Minimum Qualifications Bachelor’s degree and ten years of relevant progressively responsible experience* with engineering, government administration, law, program development, or business backgrounds, of which at least three years must be at a policy making level in the field of utility or similar business regulation or oversight, with specific experience in developing energy policy. This experience must also include at least five years in a managerial** capacity.
Preferred qualifications include experience in the areas of developing New York State energy policy and in-depth knowledge of Public Service Law; strong oral and written communication skills; exceptional analytical skills; experience in project management; and proficient at leading teams and committees.
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of non-managerial and non-policy making specialized experience; Ph.D. may substitute for two years of non-managerial and non-policy making specialized experience.
**Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employees, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resources actions, and participating in long-range planning for the program.

Remarks:
Salary will be commensurate with experience. The above salary range reflects the Downstate Adjustments of $4,000. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
