Minimum Qualifications 1. Permanent service as a Medical Specialist 2.

OR

2. Eligible to 70.1 or 52.6 transfer by way of current permanent status in a title deemed comparable to Medical Specialist 2, by the Department of Civil Service.

OR

3. Possession of a license to practice medicine in New York State AND certification by a Member Board of the American Board of Medical Specialties (ABMS) in your specialty.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Reviews medical history of patients referred for treatment.
• Confers with referring physician and other medical practitioners about the patient.
• Reviews medical records, including the results of prior examinations and tests.
• Participates in case reviews.
Conducts medical examinations of patients.
• Clarifies information in medical history of patient.
• Provides multiple site clinics to perform PM&R evaluations and treatment recommendations to assess range of motion, mobility, positioning, ADL and IADL status; works with physical therapist to develop and do follow-up treatment, therapy, or refer to OT/PT.
• Makes or confirms diagnosis of patient problems.
• Confers with attending physician to discuss findings and to plan a course of treatment consistent with medical history and other patient requirements.
• Discusses findings of examinations and tests with patient and caregivers and recommends and prescribes treatment and approaches to improve health and well-being.
• Administers treatments and prescribes medications and other treatments to treat illnesses and health problems.
• Conducts follow-up examinations and tests to determine benefits of treatment programs and patient condition and revises treatment in response to findings.
• Maintains medical records in the EMR system and provides justification and expected outcomes for billed services.
• Discusses patient condition, treatment, and prognosis with family members and caregivers and answers their questions.
• Works with treatment team to help maintain optimal physical functioning for individuals.

May be members of Interdisciplinary Treatment Teams.
• Coordinates and supervises the treatment and care of an assigned group of patients.
• Supervises the medical care activities of physical therapists and other direct care staff assigned to the unit or patient group.
• Orders supplies and equipment for the unit or program
• Periodically inspects health care facilities and recommends and implements improvements.
• Develops and implements training programs for staff.
• Evaluates for adaptive equipment and works with specialists to develop and maintain appropriate durable medical equipment.

In addition, may perform the following duties:
Administers and manages the medical treatment programs within a medical specialty for an assigned facility, unit, or program.
• Supervises all medical, nursing, OT, PT, adaptive equipment, patient care, and support staff assigned to the specialty’s treatment programs.
• Designs and implements treatment and health care education programs.
• Reviews patient records, assures that treatments are appropriate and within normal parameters for the diagnoses, and assures that records are properly maintained.
Approves the discharge of patients.
Develops and administers procedures and policies for medical specialty treatment program, facilities, and staff and assures that staff comply with them.
Develops and supervises medical training and residency programs for physicians and medical students assigned to the medical specialty.

• CAPA: Must be cleared by the NYS Central Register for Child Abuse and Maltreatment, if position requires working with minors and not previously cleared.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
