Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent service as a Health Program Administrator 2, G-25 OR current Department of Health or other NYS employee with one year of permanent or contingent-permanent service in a qualified title, G-23 or higher, and deemed eligible to transfer to Health Program Administrator 2 under Section 52.6 OR Section 70.1 of Civil Service Law.
PREFERRED QUALIFICATIONS
Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with internal and external stakeholders. In addition, the ideal candidate must have previous experience in using the Statewide Financial System (SFS);, including contract processing and developing, managing and processing contracts, RFP development, and voucher processing.
Duties Description The Health Program Administrator 2 (HPA2) will manage and organize the Contract Management functions of the Bureau including but not limited to, process contracts in the SFS; review and approve payments for miscellaneous contracts and expenditures; oversee and manage grant contracts/miscellaneous contracts; RFP development and the vendor selection process; initiate and manage B-1184s. The HPA2 will be responsible for the oversight of the training subsidy and vouchering process which consists of reimbursement to sponsors, agencies and proctors; ensuring vouchers are submitted correctly and reimbursement is warranted; oversee and approve vouchers in addition to developing and monitoring the internal control process. The HPA2 will be responsible for annual budget determinations and budget narratives; ongoing budget amendments; weekly budget requests or modifications from the DOH budget analyst or DOB, and tracking expenditures, ongoing management of purchasing, expenditures and reconciliation of purchases in SFS. The HPA2 will also be charged with the State EMS Council working with the Finance Committee, annually disseminate the training template and compile data; attend meetings, assist in the development of the annual budget requests to the State EMS Council. In addition, the incumbent will be responsible for supervision, employee travel, recruitment and the participation and oversight of the human resources call center managed by the Office of Children and Family Services (OCFS). The ideal candidate must have excellent knowledge of and ability to effectively interpret laws and regulations of Article 30 and Part 80 and 800 as well as EMS Policies.
