Minimum Qualifications Interested candidates must currently be on the Information Technology Specialist 4 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.
Duties Description • Oversee the procurement of IT related goods and services, including complex services and technology system contracts, in accordance with applicable New York State laws and regulations. This includes overseeing the tracking and monitoring inventory of all procurements for CIO.
• Assist CIO Managers in determining appropriate contract vehicle (e.g. IFB, RFP, Sole/Single source, PO, etc.) to obtain goods and services needed to support CIO’s infrastructure, applications, and customer needs. This includes working with OSC’s Finance and Legal departments to ensure that procurements are within the New York State Procurement laws. Also includes working with OGS representatives to get a thorough understanding of what is available under OGS contact.
• Assist and oversee the creation of IT related Invitation to Bids (IFBs), Request for Proposals (RFPs), and Sole and Single Source contracts, to ensure the process clearly and accurately details the goods and/or services required.
• Assist CIO staff in creating and reviewing Statements of Work (SOWs).
• Work with OSC’s Division of Legal to obtain terms and conditions acceptable to OSC.
• Assist with the management of the CIO budget by working with OSC Finance Department, CIO Team Managers and CIO Executive Management. Tasks will include regular reconciliation, developing reports, forecasting spending, identifying areas to improve costs, and other budget related duties.
• Facilitate the creation and maintenance of standard templates for vendor tracking and contract compliance.
• Work with CIO Division staff to ensure correct processes for tracking vendor performance are in place.
• Identify procurement related risks and propose potential remediation solutions to CIO management and key stakeholders as is appropriate.
• Provide oversight of all contracts, new procurements, and maintenance renewals/agreements that have been assigned to CIO Procurement team.
• Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
• Mentor supervisor’s utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
• Assign work to subordinate supervisors, monitor project progress, review major initiatives and make recommendations as appropriate.
• Work with supervisors and other technical leaders to manage the team work plan and set priorities for projects undertaken by the team.
• Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
• Provide guidance and empower employees to take responsibility for their jobs and goals. Delegate responsibility, tasks and issue resolution and expect accountability and regular feedback.
• Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations, training/ performance plans and mentoring.
• Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
• Maintain employee work schedules including assignments, staff scheduling, skill development, cross training, telecommuting, and overtime to ensuring adequate coverage to complete team assignments.
• Communicate organization and team information through team meetings, one-on-one meetings, and other appropriate communication channels. Of particular relevance is information conveyed from the CIO Leadership meetings.
• Provide constructive, tactful, and objective feedback on issues, tasks, and observations.
• Communicate regularly with other team managers, CIO management and other impacted stakeholders.

Additional Comments • Demonstrated experience in supervision (1 year to less than 2 years).
• Demonstrated experience in NYS Procurement (3 months to less than one year).
• Demonstrated experience with staff recruitment.
• Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
• Demonstrated organizational management skills performed in a team oriented workplace.
• Outstanding interpersonal relationship building, employee coaching and development skills.
