Minimum Qualifications To be considered for permanent appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made. If you are appointed provisionally, you will have to take and pass the next Civil Service examination for this title when it is administered. Employees appointed provisionally must be reachable on the resulting eligible list for that title or their employment in the position (may have hold item) will end. The minimum requirements for taking the examination are: three years general experience in railroad track maintenance, AND one year of experience performing inspections of railroad tracks or supervising railroad track maintenance workers.
Substitution: College study in civil engineering or civil engineering technology may be substituted for up to two years of the required general experience at the rate of 30 semester credit hours equaling one year experience.
Additionally, continued appointment as a Railroad Track & Structure Inspector is dependent upon acquisition of various federally mandated certifications pertaining to rail safety programs.
Applicants must meet the physical & medical standards established by the Director of Employee Health Services and will be required to take and pass a physical prior to appointment.
Duties Description • Inspect railroad tracks, roadbeds and related structures, such as tunnels, bridges, yards, signals and other non-moving equipment and structures, to assure compliance with operating and maintenance standards of the NYS Department of Transportation and the Federal Railroad Administration.
• Conduct hi-rail inspections to determine track alignment, tie condition and surface conditions; check grade crossings for presence and condition of protection devices and warning lights.
• Rides trains to determine smoothness of ride on tracks and through curves, switches, crossovers and sidings.
• Conduct walking inspections to determine condition of rails, ties, joint bars, bridge structures and piers, switches, guard rails and other devices.
• Prepare reports documenting conditions, noting deficiencies and action needed to correct them.
• Investigate complaints about track and structure condition, assures that deficiencies are corrected and notifies complainants of findings and corrective actions taken or refers to higher level staff for corrective action.
• Investigate accidents, such as derailments, to assist in determining probable cause and prepares reports of findings.
• Evaluate rail track capital improvements for safety, effectiveness and contract compliance.
• Extensive travel within an assigned territory and occasional overnight travel may be required.
• Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
