Duties Description The New York State Office of Children and Family Services is seeking candidates to fill the position of an Associate Accountant in the Bureau of Financial Operations (BFO). The Bureau of Financial Operations (BFO) directs and coordinates all financial operations of the agency. This includes the collection of all revenues, processing of vouchers, payment to vendors, encumbrance documents, journal transfers, appropriation refunds, and deposits to the Office of the State Comptroller (OSC). BFO responds to payment inquiries from vendors and processes monthly payments to OCFS foster parents, private adoptive parents, annuity payments to Native Americans and payments to juvenile justice Medicaid providers. The Bureau processes county detention and Supervision and Treatment Services for Juveniles Program (STSJP) claims, the OCFS Care and Maintenance bill for youth in OCFS facilities and municipalities’ claims for the various youth development programs. BFO serves as the agency's liaison with OSC and BSC on matters involving fiscal transactions. The Bureau also prepares and files all federal claims for the agency, reconciles all federal grant awards, and prepares all Central Office Cost Allocation plans.
Under the general direction of a Principal Accountant, the duties of the position include, but are not limited to: ? perform accounting or auditing work requiring a professional knowledge and application of accounting principles and procedures and agency guidelines or a body of laws or regulations in the performance or supervision of work involved in the planning and carrying out of audit activities and the maintenance of accounting records ? prepare and analyze financial and accounting reports ? design new or revise existing accounting systems including systems utilizing electronic data processing capabilities within broad administrative policy limitations and accepted accounting or auditing methods and procedures ? manage the processing of all the of revenues received by the Agency ? oversee the billing and collections in conjunction with the Statewide Human Services Call Center and SCR database clearance requests ? act as the liaison to 22 Business Offices ? supervise the sorting and distribution of bi-weekly paychecks ? monitor & reconcile 38 bank accounts ? proficient with the Statewide Financial System (SFS), Analyze NY and SFS Secure.
