Eligible for lateral, 70.1, or 52.6 transfer by having one year of permanent competitive or 55 b/c service in an appropriate title.

Human Resources Specialist Trainee 1, SG-NS:
Eligible for lateral, 70.1, 70.4 or 52.6 transfer by having one year of permanent competitive service in an appropriate title or 55 b/c eligible with a Bachelor’s Degree.

Duties Description Working under the supervision of an Human Resources Specialist 3 Labor Relations, the requested Human Resources Specialist 1 or Trainee 1 will perform a range of labor relations duties assigned to the representatives within the Bureau of Human Resources, Labor Relations (LR) Unit.

Duties include, but are not limited to, the following:
• Review all counseling memorandums for consistency, form, appropriateness, determination of whether it should be moved to disciplinary action based on researching the individual's history and background (PHF review) and discussion with supervisor or personnel administrator and/or administrative coordinators and that all boilerplate information is included as appropriate in the different types of counseling memoranda issued.
• Assist with the coordination of the grievance process at each Step (e.g., letter writing, e-mail follow-up, coordination of meetings with grievant, union and local management).
• Assist in the coordination and participate in the disciplinary process at each step (e.g., interrogation preparations, develop disciplinary charges, settlements).
• Assist in the coordination and conduct Unsatisfactory Performance Evaluation Appeal process.
• Attend and assist in the local Health and Safety Committee process.
• Travel to all OTDA locations to assist, conduct, and shadow LR activities.

Additional Comments Trainee salary = $45,213.

Appointment to this position is contingent upon the Division of the Budget approval to fill. A full-time, permanent appointment will be made. This position may require travel up to 20%. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
