Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list, or;
70.1 Transfer to Program Research Specialist Trainee 1:
Candidates must have one year of permanent competitive service as a Program Aide, SG-13 AND possess a bachelor’s degree or higher including nine credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

52.6 Transfer to Program Research Specialist 2, SG-18:
Candidates must have one year of permanent competitive service in a 52.6 position allocated to a SG-16 or higher.

70.4 Transfer to Program Research Specialist Trainee 1:
Candidates must have one year of permanent competitive service in a position allocated to a SG-11 or higher, possess a bachelor's degree or higher including nine credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling and have standing on the Program Research Specialist Trainee 1 eligible list.

70.4 Transfer to Program Research Specialist 2, SG-18:
Candidates must have one year of permanent competitive service in a position allocated to a SG-16 or higher, possess a bachelor's degree or higher including nine credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling and two years of subsequent professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations, and have standing on the Program Research Specialist 2 eligible list.

Duties Description Under the direction of Research and Data Analysis Bureau management, the Program Research Specialist will assist in the planning and implementation of statistical projects and surveys including the following tasks: Participate in initial discussions, planning and execution of research projects; assist in the selection of the appropriate methods to analyze and evaluate data, considering the source of data and statistical tools to be used to support Research and Data Analysis Bureau initiatives; assist in the evaluation of program areas including policy, procedure, legislation, objective, and cost effectiveness; assist in the development of key performance indicators for internal and external Board business processes; perform appropriate statistical computations using spreadsheets, statistical applications, and data analytics tools; analyze and present data using statistical and data analytics tools in a variety of formats, reports, tables, graphs, charts, and visualizations; assist in interpreting study results, significance and meaning of statistical study findings, prepare conclusions, recommendations and forecasts based on data summaries.
