Eligible List Appointment: Candidates must be reachable on the Associate Auditor Civil Service eligible list. If you are on the Civil Service eligible list for Associate Auditor, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates must possess 24 semester credit hours in accounting, auditing or taxation courses. Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Senior Auditor position in the Office of Child Nutrition. This Office administers the fourth largest National School Lunch Program (NSLP) and the largest Summer Food Service Program (SFSP) in the country and several other federal Child Nutrition Programs. This Office is responsible for approving the annual distribution of approximately $1 billion in federal reimbursement to approved school food authorities (SFAs) and sponsors. The incumbent of this position will manage a team of Senior Auditors to develop relevant fiscal procedures, policy, guidance and training for SFAs and sponsors and will be responsible for providing the requisite oversight to assure that all SFAs and sponsors achieve and maintain fiscal compliance. The duties of this position include, but are not limited to, the following:
• Plan, conduct and review child nutrition audits in coordination with program staff, report results, and conduct post audit assessments;
• Audit SFA and sponsor management operations, internal control structure and accounting records for reliability, adequacy, accuracy, efficiency and compliance with all federal and State laws and regulations;
• Compose clear, concise audit reports by gathering and analyzing accurate and relevant audit information;
• Maintain optimal knowledge and understanding of all fiscal requirements for the federal Child Nutrition Programs;
• Prepare documents and represent New York State Education Department (NYSED) during independent audits and USDA management evaluations;
• Assist other NYSED auditors in resolving A-133 findings related to the Child Nutrition Programs;
• Assist Counsel with formal appeals related to fiscal integrity issues;
• Develop, implement and evaluate fiscal assessment tools and protocols;
• Provide technical assistance and assist program managers with the development of written guidance, policies, procedures and training; and
• Assist with planning and implementing training opportunities for SFAs and sponsors.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance and other benefits. Verification of degree and/or transcripts will be required at the time of interview for all candidates. This position requires frequent overnight travel.
*Leads to a maximum salary of $92,693 based on annual performance advances.
