Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Investigative Specialist 1.

Non-Competitive Appointment: Candidates must have six years of experience in a field investigative position, which must include:

• Conducting interviews of witnesses and others;
• Taking written statements and affidavits;
• Collecting and analyzing physical and documentary evidence; and
• Preparing detailed written reports of investigative findings.

SUBSTITUTION: An Associate degree in criminal justice or related field may be substituted for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include: law enforcement, police science, criminology, criminal investigation, criminal justice administration, public justice, police studies, forensic accounting, forensic psychology, forensic science, and economic crime management.

Duties Description The New York State Education Department’s Office Education Policy is seeking candidates for the title of Investigative Specialist 1 in the Office of Special Education to implement the Education Department’s requirements under Chapter 501 of the Laws of 2012. This Office is responsible for tracking and monitoring corrective actions of allegations of abuse, neglect and significant incidents and has primary responsibility for the investigation of significant incidents in residential schools (i.e., State-operated schools, State-supported schools, special act school districts and approved private residential schools with respect to both their day and residential components). The Office of Special Education also has responsibility for developing and delivering legislatively required training to mandated reporters, residential schools and other stakeholders. Under the general direction of an Investigative Specialist 2 (Professional Conduct), the incumbent of this position will be responsible for handling duties related to the Department’s obligations under Chapter 501. Duties of this position include, but are not limited to the following:

• Conduct immediate Safety Assessments of all abuse/neglect incidents reported to the Justice Center affecting any Residential School approved by NYSED to serve students with disabilities;
• Formulate plans, processes and timetables of a reported Significant Incident to assist Residential Schools to complete an accurate and thorough review;
• Notify the designated Administrator of the Residential School of the report of a Significant Incident by telephone and written correspondence directing them to conduct a review of the significant incident and report the findings to NYSED;
• Work collaboratively with programs and staff to ensure that reviews of Significant Incidents are completed in an appropriate and timely manner;
• Assist in the development and delivery of training programs designed to improve the quality of reviews of Significant Incidents by Residential Schools;
• Write narrative reports to effectively communicate the results of reviews of Significant Incidents to appropriate parties;
• Make recommendations for steps the Residential School should take to prevent significant incidents that are both child specific and systemic from reoccurring; and
• Review and approve all plans of prevention and remediation developed by the Residential School.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $71,980 based on annual performance advances.
