Minimum Qualifications Eligibility for contingent-permanent appointment:
Reachable on the appropriate Civil Service eligible list.
OR
New York State employee with one year or more of permanent,
contingent-permanent competitive, or non-competitive 55b/c
service as a Business Systems Analyst 2, G-23; or one year or
more of permanent, contingent-permanent competitive or noncompetitive 55b/c service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Eligibility for provisional appointment:
In the event an eligible list for this title does not exist, or has
less than three acceptors, a current New York State employee
with one year of permanent, contingent-permanent, one year as
a Business Systems Analyst 1, Business Systems Analyst 1
(Insurance), Business Systems Analyst 1 (Health), Business
Systems Analyst 1 (Tax), Business Systems Analyst 1 (Workers
Compensation), may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and
will be revoked if the selected candidate is not immediately
reachable on the eligible list resulting from the next holding of
the exam.
Duties Description
· Plan and perform system research and information gathering activities from end-users for evaluation of and enhancement through automation of various audit work processes and of the documentation of current or "as-is" state of relevant business processes or functions. Provide input into and facilitate development of desired "to-be" state of those processes or functions.
· Establish and document business rules using knowledge of audit processes and procedures, systems functionality and background information from internal customers, and end-user business requirements. Develop business models and rules using data warehouse and other technology related solutions.
· Participates in and oversee pieces of the implementation of system or interface change and enhancements including identifying and establishing new or revised requirements for various business decisions; assisting users in conducting analysis of business requirements; providing analysis of issues for existing systems resulting from errors detected during implementation or in production.
· Oversee and coordinate system testing, including assisting users and supervisors in developing and executing appropriate testing to validate the effectiveness of the business rules; performs post processing/testing review of business rules; provide written and verbal reports of test results.
· Oversee the analysis and review of business rules to ensure they are operating effectively and manage the maintenance of all business rules for a specific program area.
· Monitor systems performance by reviewing reports to determine necessary modifications or enhancements. Prioritize system changes as required.
· Supervise and train subordinate staff in the performance of activities; provide technical guidance and direction as necessary.
· Generate reports for internal and external customers.
· Assist in training on new procedures, software and/or the creation of procedure manuals.
· Participate in Division-wide projects documenting decisions and reporting on any issues or concerns that may affect the Division's mission and/or goals.
· Meet the Department’s time and attendance requirements.
