Minimum Qualifications G-14 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and one year of professional research experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

QUALIFICATIONS
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Experience conducting research or evaluation using analyses with large administrative and/or clinical data sets and summarizing findings. Proficiency with SAS, SQL, and Microsoft Office. Excellent written and communication skills.

Duties Description The Research Scientist will be assigned to the Division of Quality Measurement in the New York State Department of Health's (Department) Office of Quality and Patient Safety (OQPS). The position will contribute to research and evaluation projects involving Delivery System Reform Incentive Program (DSRIP) performance data and Value Based Payment (VBP) performance data. Examples of contributions include establishment of benchmarks associated with incentive payments and production of reports with performance results which include utilization, quality and satisfaction measures. The Research Scientist will: utilize several sources of data within the OQPS (such as health plan submitted VBP quality data, Medicaid claims and encounters, and Consumer Assessment of Healthcare Providers and Systems [CAHPS]) to conduct data analysis to support OQPS priority research and evaluation initiatives; develop statistical programs to extract, cleanse, collapse, sort and merge data from large administrative data sources maintained by the Department; collaborate with other researchers on reports, analytical tabulations and scientific articles for peer review publication; and, communicate findings with stakeholders internal and external to the Department. The Research Scientist will support the OQPS research and evaluation agenda by: performing literature reviews, drafting manuscripts, ensuring datasets are complete and accurate, and assisting higher-level research scientists in analyses and evaluation.
If appointed as an Assistant Research Scientist, the incumbent will perform these duties under the technical supervision of a higher-level research scientist; if appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; and, if appointed at the Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
