Minimum Qualifications NCP QUALIFICATIONS:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the department promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 1.
52.6 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description As a Human Resources Specialist 2 in The Personnel Bureau, the incumbent will perform a variety of duties in support of human resources administration for the Department of Labor. The incumbent will be responsible for supervising, mentoring and coaching staff as well as performing a wide range of classification and recruitment activities in accordance with Civil Service Law, Rules and Regulations, policies, and procedures.
Duties will include, but are not limited to:
- Oversee supervision of all duties of the List Unit, including but not limited to eligible list maintenance, postings, and other recruitment activities
- Research, plan, and prepare classification requests and personnel transactions
- Participate in examination planning and development activities
- Provide guidance and assistance to program staff regarding appointment, promotion, transfer, or status of employees
- Prepare routine correspondence and reports
