Minimum Qualifications Transfer: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G24 OR NYS employee with one year or more of permanent or contingent-permanent competitive service in a position G22 or higher and deemed eligible for transfer to Public Health Program Nurse under Section 70.4 of the Civil Service Law by also possessing the below Provisional qualifications. Provisional: a bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND four years of post-licensure nursing experience that includes at least one year of experience in public health and related health systems in one or more of the following areas: monitoring, diagnosing, investigating, disease prevention, surveillance and control activities, educating, researching, developing policies and initiatives, enforcing laws and regulations, assuring provision of health care, evaluating, and/or quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations. Substitution: A master of science in nursing may be substituted for one year of the general experience if not used to meet the educational minimum qualifications.
PREFERRED QUALIFICATIONS
Experience with quality improvement methods, including the Institute for Healthcare Model for Improvement, Lean Six Sigma, or other quality improvement methods, to effect improvements in care for children and/or in systems of care for children. Experience reviewing and summarizing data or information collected to assess quality outcomes of care. Direct experience developing and using protocols or experience supervising staff who perform reviews of patient records and synthesizing findings into a report. Experience providing training or technical assistance to clinicians and/or practitioners who serve young children and their families. Excellent written and oral skills.

Duties Description The Public Health Program Nurse (PHPN) will provide support to quality improvement initiatives, monitoring of early intervention providers, and technical assistance to local counties, early intervention providers, and families for the New York State Early Intervention Program (NYSEIP). The NYSEIP serves approximately 65,000 children annually with annual program expenditures of approximately 600 million dollars. Responsibilities will include leading quality improvement initiatives with local county officials, early intervention providers, and families to increase the family-centered delivery of services; monitoring compliance with state and federal law and regulations; preparing reports and presenting; and providing technical assistance. This position will have a focus on the State Systemic Improvement Plan (SSIP), which is an NYSEIP requirement under the federal Office of Special Education Programs.

Additional Comments Full-time, permanent transfer or provisional pending examination. Provisional appointee will be required to take the next Civil Service PHPN examination, and be immediately appointable on the resulting eligible list, to maintain employment. Occasional Statewide travel, including overnights and travel to areas that may not be served by public transportation is required.
