Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Contract Management Specialist 2, OR in a position at G-21 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a position approved for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description This position will function within the ITS Finance Office and will support multiple program areas and portfolios, including temporarily supporting the Integrated Eligibility System (IES) program. This program is designed to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Duties to be performed for the IES program include, but are not limited to the following:
• Participate in development of procurement materials and contracts on the IES Program;
• Liaise with ITS and customer agency counsel, procurement and contract staff on development, release, and finalization of procurements and contracts;
• Initiate and revise procedures to address changes in laws and regulations relating to IES projects;
• Review proposed contracts for fiscal and programmatic accuracy; adherence to State policy; compatibility with agency programs and program goals; availability of funds; and appropriateness of rates as they related to IES;
• Assist with monitoring contract execution, identifying and reporting on contractor deficiencies, and administering contract closeout procedures;
• Review procurement records to ensure adherence to all applicable laws, rules, and regulations;
• Develop and maintain an effective working relationship with unit staff and provide guidance, technical assistance, and training as needed to facilitate contract and procurement processes and ensure control requirements are met;
• Work with office staff regarding State Finance Law requirements and other laws that apply to the procurement of goods and services, and provide guidance regarding procurement strategies to be used for acquisitions and various procurement methodologies to prevent bid protests by unsuccessful bidders;
• Respond to audit inquiries;
• Assist with the development of and participate in, bidders' conferences and evaluation review committees;
• Prepare work plans to identify key deliverables, lead responsibility and critical timelines;
• Respond to questions raised by control agencies during the approval process;
• Monitor industry trends and prices.
Duties performed for other program areas and portfolios, include but are not limited to the following:
• Perform activities associated with procurement, contractual, and financial functions, including, assisting with or leading special procurement projects, developing, implementing, and controlling the solicitation process from basic up to complex procurements, negotiating, developing, forming, implementing, and monitoring contracts.
• Assist procurement staff in implementing procurement diversity practices such as vendor diversity procurement practices, mentor-protégée programs, etc.
• Perform contract and other procurement functions in the Statewide Financial System and in the Minority and Women Owned Business Enterprise system.
• Serve as communication liaison for all parties (including the Agencies, Clusters, within Program Areas, and Vendors, etc.) to coordinate the procurements and/or contracts that are being established.
• Maintain a comprehensive knowledge of all State regulations, rules, and laws governing the procurement and contracting process, as well as initiating and revising procedures to address changes in the laws and regulations.
• Review proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and program goals, availability of funds, and appropriateness of rates.
• Prepare contract amendments, collaborating with Legal, programmatic and other Finance staff.
• Assist with the monitoring of contract execution, identifying and reporting on contractor deficiencies, and administering contract closeout procedures.
• Review procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that proposed contracts represent the "best value" to the State.
• Participate in developing Request for Proposals, Invitation for Bids, or other procurement vehicles and draft Contract Reporter advertisements for the approval of the Contract/Budget Manager.
• Provide guidance, technical assistance, and training as needed to facilitate the contract and procurement processes and ensure control requirements are met.
• Collaborate with office staff regarding State Finance Law requirements and other laws that apply to the procurement of goods and services, and provide guidance regarding procurement strategies to be used for acquisitions and various procurement methodologies to prevent bid protests by unsuccessful bidders.
• Respond to audit inquiries.
• Assist with the development of and participate in, bidders' conferences and evaluation review committees.
• Prepare work plans to identify key deliverables, lead responsibility and critical timelines.
• Respond to questions raised by control agencies during the approval process.
• Monitor industry trends and prices.
• Perform a full range of supervisory responsibilities.

Additional Comments This position is pending Division of Budget approval. Travel may be required occasionally. Some positions may require fingerprinting. Selected candidates who are new or returning to NYS service may be required to pay for fingerprinting fees.
