Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor.

Non-Competitive Appointment: Candidates must be qualified employees of New York State and have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1.

Provisional Appointment: If the eligible list for Employment Specialist for Individuals with Disabilities 2 contains fewer that three acceptors, a provisional appointment may be considered. For provisional appointment, candidates must be qualified employees of New York State and have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1.

Employees of ACCES-VR who are currently in an Employment Specialist for Individuals with Disabilities 2 position and are interested in transferring to a different location MUST apply for the position as outlined in the Application section of this flyer.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates to fill one Employment Specialist for Individuals with Disabilities 2 position in the Manhattan District Office. The incumbent of this position will report to the Regional Coordinator of Vocational and Educational Services. Duties of this position include, but are not limited to, the following:

• Assist in the development and implementation of regional employment marketing activities to expand and expedite job opportunities for ACCES-VR consumers;
• Implement regional marketing initiatives that compliment local marketing plans for offices within their region and State marketing plans;
• Develop job opportunities and communicate job leads, marketing concepts and labor force information to the Employment Specialists for Individuals with Disabilities 1 (ESID 1s) in their region; and
• Work closely with the ESID 1s in their region to develop a plan for working with Vocational Rehabilitation Counselors and job ready ACCES-VR consumers to identify employment opportunities and ensure successful employment outcomes.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $97,448 through annual performance advances.

**Plus $3,026 annual Downstate location adjustment.
