Duties Description Project Management
• Works closely with HCR program and external agency staff to successfully manage projects that are focused on improving operational processes and technical systems in support of agency strategic goals.
• Develops detailed scope statements, and documents project requirements for complex projects by eliciting business goals, information needs, functional requirements, and relative priorities from end users, subject experts and others.
• Writes Project Plans, Project Business Cases and all manner of project management documentation as described in the NYS Project Management Guidebook, Rel. 2.
• Schedules and leads project related meetings, both in person and via WebEx.
• Creates, maintains and updates status reports during live WebEx calls.
• Develops a project schedule including identifying project deliverables, milestones, and required tasks and including predecessors, durations, and scheduling using MS Project application.
• Documents and presents resource needs to agency management and coordinates project activities with those of program areas.
• Identifies and tracks risks and their potential impact on the project.
• Records quality metrics concerning the project and product performance.
• Compiles project reports and communicates project status; interacts with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met.
• Creates and maintains SharePoint sites for projects.
• Drafts meeting notes and distributes them as close to the meeting as possible (two days acting as a general outside timetable).
• Designs, develops, and/or refines templates to support project management.
• Prepares project portfolio or project inventory reports by reaching out to stakeholders to gain updated information on project progress.
• Organizes and maintains a project management library, project tools repository, or a project management website.
• Assists a higher-level Project Manager or program area manager on more complex projects.
• Partners with program area staff to ensure the success of projects.

Business Analysis
• Review new application enhancement requests and project proposals for completeness and elicit additional information, as necessary.
• Conduct research and elicit business requirements from key stakeholders by using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints.
• Conduct research to determine as-is and optimal work flow processes. May use NYS Lean methods.
• Prepare business cases for project proposals, incorporating the need, solution, feasibility, costs, timeline and results of completing the project
• Create business analysis artifacts including project charters, requirements management plans, use cases, visual documentation, user stories, Business Requirements Document, Requirements Traceability Matrix, data dictionary, etc.
• Collaborate with internal and external stakeholders and subject matter experts to elicit, analyze, communicate, and validate functional and strategic technology needs, as-is processes, and the development of new or existing technology requests
• Investigate errors in systems and processes and work with program and technical staff to develop, implement and test resolution plans
• Research potential technology solutions and, if applicable be involved during all the phases of the project including procurement and implementation
• Facilitate meetings and present findings to key stakeholders including senior leadership.

• Supervision – No supervision of staff is required in this position
• Training – Help develop material and assist in training agency staff in basic project management processes and tools.

Titles eligible for transfer via Civil Service Law 52.6 will be considered - including, but not limited to, Associate Administrative Analyst (SG-23) and Program Research Specialist 3 (SG-23).
