70.1 TRANSFER QUALIFICATIONS:
An employee with one-year permanent competitive service in certain positions allocated to Grade 11 or higher, supplemented by six (6) semester credit hours* in accounting or statistics (or combination) may be eligible for transfer pursuant to Section 70.1 of the Civil Service Law.
*From a regionally accredited college or university, or one recognized by the New York State Education Department as following acceptable education practices.

70.4 TRANSFER QUALIFICATIONS:
An employee with one-year permanent, competitive service in a position allocated to Grade 11 or higher, who has taken and passed the Unemployment Insurance Accounts Examiner examination may be eligible for transfer pursuant to section 70.4 of the Civil Service Law.
Duties Description As an Unemployment Insurance Accounts Examiner, under the supervision of a Senior Unemployment Insurance Accounts Examiner, you would engage in a variety of accounting activities, adjust employers’ tax accounts and answer employers’ inquiries regarding overpayment, underpayment, and tax rates assigned. You would determine the status of employers’ tax accounts based on provisions of the Unemployment Insurance Law, Department of Labor policy and procedures, and the various aspects of the tax accounts and experience rating system.
