Minimum Qualifications Interested candidates must currently be reachable on the Program Research Specialist 3, SG-23 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.

Duties Description • Work both independently and with the Director of Data Analytics and Program Research Specialist 4 to identify opportunities to enhance existing and data reporting requests in-queue across the enterprise in order to better utilize analytics, visualization and statistical techniques.
• Participate on project teams where reporting and analytics are part of the deliverables for both new projects and upgrades to existing systems such as Payroll, Retirement, Statewide Financial System, Local Government, PARIS and other OSC operational systems.
• Work with the Program Research Specialist 4 to implement analytics strategies, working with SFS, CIO and OSC Bureau directors that takes advantage of existing and proposed data repositories and tools.
• Demonstrate the viability and value associated with specific aspects of data analytics while building capabilities, tools, processes and staff skills in support of the long-term plan for the Office of the State Comptroller.
• Participate in design, assessment and development of statistical methods and procedures used to obtain data and ensure validity, applicability, efficiency and accuracy.
• Program Research Specialist(s) 2 and assist in working with interns.
• Participate in the development of visualizations and approaches by program staff to create a data analytic approach in areas not currently utilizing those techniques.
• Work with Program Research Specialist 4 to develop projects for interns.

Additional Comments Knowledge, Skills and Abilities:

• Demonstrable evidence of working with requirements gathering methods such as user stories or use cases.
• Demonstrable ability to learn visualization techniques using tools such as MS Excel, Oracle Business Intelligence Enterprise Edition, Tableau, SPSS and/or MS Power BI.
• Demonstrable evidence of basic and intermediate statistical knowledge of descriptive statistics, statistical modeling, control charts, regression and correlation.
• Demonstrable experience mentoring or training of junior staff/interns and the ability to execute defined projects/tasks within assigned timeframes
