Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Higher Education.

Section 70.1 Transfer: Candidate must have one year of permanent competitive or 55b/c as an Associate in Educational Planning and Evaluation OR Veterans Education Program Representative 3 AND have a master’s degree AND five years of professional academic administrative or professional educational experience in the United States in a college, university, post-secondary or higher education agency, a cultural institution with degree granting privileges, or professional association having oversight, regulatory, or coordinative responsibility for higher or professional education.

Section 70.4 Transfer: A candidate may be eligible for nomination for Section 70.4 transfer to Associate in Higher Education if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for three Associate in Higher Education positions to work in the Office of College and University Evaluation (OCUE). OCUE monitors academic quality in all undergraduate and graduate programs, except those leading to professional licensure, throughout the more than 250 public, independent, and proprietary degree-granting institutions in New York State. Under the general direction of the Supervisor of Higher Education Programs, the incumbents of these positions will be responsible for the work related to the NYS Commissioner of Education and NYS Board of Regents responsibilities as an institutional accreditation agency recognized by the U.S. Secretary of Education for that purpose. Duties of this position include, but are not limited to, the following:
• Lead and participate in accreditation reviews of colleges and universities seeking either initial accreditation or renewal of accreditation;
• Review and analyze application materials, fiscal information and other relevant information concerning applicant institutions to determine compliance with Federal and State accreditation standards;
• Coordinate and lead peer review site visits to applicant institutions;
• Prepare materials for peer reviewers, the Regents Advisory Council on Institutional Accreditation, the Board of Regents and the Regents Institutional Accreditation Appeals Board;
• Design, develop and implement accreditation training for the Board of Regents, Regents Advisory Council, peer site reviewers and accredited institutions;
• Monitor accredited institutions to ensure continued compliance with Federal and State accreditation standards;
• Evaluate proposals for registration of credit-bearing college programs;
• Advise and evaluate entities proposing to become degree-granting institutions in New York State as well as out-of-state institutions seeking permission to operate in New York State;
• Handle complaints about New York State degree-granting institutions of higher education; and
• Perform special assignments to meet needs for analysis, research, and communications, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. Promotions and transfers may change appointees’ negotiating unit.
