Minimum Qualifications Permanent status as a Contract Management Specialist 2, G-23 and interested in a transfer, OR reachable for permanent appointment on the current Civil Service eligible list for Contract Management Specialist 2, G-23, OR eligible to transfer via Sections 70.1 or 52.6 of the Civil Service Law.
Duties Description The Contract Management Specialist 2 will assist in the development and oversight of various OASAS procurement and contracting activities, including State Operations, Grant/Aid to Localities, and Capital contracts and procurements, and will involve various procurement vehicles, including Requests for Applications, Requests for Proposals, Request for Quotes, and Requests for Information and Invitation for Bids; conduct vendor responsibility reviews and analysis; oversee Agency purchasing activities, including working with OASAS Addiction Treatment Centers on respective purchasing and contract issues and activities; assist in the development of OASAS procurement and purchasing policies; supervise and direct purchasing and contracting staff; maintain positive and collaborative relationships with OASAS program and other staff, State control agencies, such as the Office of General Services and Office of the State Comptroller, and Federal and External entities, as necessary; and conduct special projects and other duties as required.
