Eligible for a lateral transfer or a 70.1 transfer by having one year of permanent competitive or 55 b/c service in an appropriate title.

OR

Management Specialist Trainee 1, SG-NS:
Eligible for a lateral transfer, or a 70.1 transfer, by having one year of permanent competitive service in an appropriate title.

NOTE: Candidates who are currently reachable on an appropriate eligible list for the Management Specialist 1 or the PCO in Syracuse need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description The Management Specialist 1 will participate with other Management Specialist 1's in conducting the mandated reviews and operational field audits at the request of Audit and Quality Improvement (A&QI) Program Managers, other Office of Temporary and Disability Assistance (OTDA) divisions, and local commissioners. A major responsibility is completing the monthly federal quality control reviews involving case readings at district offices and visiting clients in their homes.

The duties of the Management Specialist 1 position include, but are not limited to the following:
• Read and analyze case records and documents;
• Prepare work papers, schedules, narratives and tabular materials;
• Prepare reports of completed work with supportable and defensible findings;
• Interview and participate in meetings with district staff, State staff, public assistance clients, and contracted providers of social services;
• Analyze data and develop conclusions;
• Provide on-the-job training to trainees that are assigned;
• Keep updated on federal and State program regulations; and
• Develop and maintain a working knowledge of computer hardware and software.

Additional Comments A full-time, permanent appointment will be made. This position requires some travel. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
