Minimum Qualifications Candidates must be reachable on the Decentralized list for Senior Examiner of Municipal Affairs, exam #20-777 or reachable on the Examiner of Municipal Affairs Trainee 1 list, exam #20-724 or be a current NYS employee eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

To be eligible for transfer under Section 70.1 to the Senior Examiner of Municipal Affairs, candidates must have one year of permanent competitive service in a title allocated to grade 16 or higher and have 24 credit hours in accounting and/or auditing.
To be eligible for transfer under Section 70.4 to the Senior Examiner of Municipal Affairs, a candidate must:
1. Have one year of permanent competitive service allocated to grade 16 or higher.
2. Meet the open competitive minimum qualifications of the position, and
3. Have standing on the open competitive decentralized exam list #20-777

To be eligible to transfer under Section 70.4 to Examiner of Municipal Affairs Trainee 1, a candidate must:
1. Have one year of permanent, competitive service allocated to grade 12 or higher,
2. Meet the open competitive minimum qualifications of the position, and
3. Have standing on the open competitive decentralized exam list #20-724.

Duties Description • Work in a dynamic, collaborative team environment to ensure proper reporting and accurate, timely processing of monthly justice and ancillary program reports.

• Town and Village Justice Court Reporting
­ Audit reported monthly court collections to ensure distribution is in accordance with statute
­ Provide technical assistance to court personnel and subordinate staff relating to JCF financial transactions
­ Conduct outreach to justice courts and municipal officials as needed
­ Assist in the report adjustment process to ensure validity and sufficient support
­ Assist in Delinquent Report notification process and verification
­ Audit refund request and conduct related outreach to ensure validity and sufficient support
­ Calculate, prepare and process Quarter Close transactions to generate county payments and compile revenue distributions to various state funds
­ Utilize State Finance System to distribute revenues to various state funds in accordance with statute
­ Oversee management of justice records and user accounts

• Ancillary Program Reporting
­ Audit and/or assist in monthly processing of ancillary program reports
­ Provide assistance to organizations as needed with financial transaction processing
­ Utilize State Finance System to distribute revenues to various state funds in accordance with statute


• Assist in monitoring the Justice Court Fund activities for compliance with established internal controls, processes and procedures.
­ Develop and perform post audit procedures of the town and village justice court reports to identify errors in reporting and/or processing
­ Assist with continuous reviews of the business processes to identify improvement opportunities
­ Identify areas needing clarification to staff and develop necessary communications
­ Assist in maintain process and procedure documentation

• Assist in preparation of responses to requests for data and information
­ Prepare accurate, timely data to fulfill internal requests to support OSC risk assessments and audits of local governments
­ Prepare accurate, timely data and information to oversight agencies, the DOB, the legislature and other decision makers to support policy changes
­ Prepare accurate, timely data for projections in shift of revenues related to village justice court dissolutions.

• Assist in ensuring automated systems are developed and maintained to meet the changing business needs of the Justice Court Fund, including:
­ System modifications as a result of changes in legislation and/or procedures
­ System modifications as needed in coordination with other state agencies
­ Enhanced audit techniques
­ Development of meaningful Management Information Reports, including the calculation of unit performance measures


• Assist in the coordination/presentation of training programs for staff and customers
­ Identify common reporting issues and prepares guidance and communications to town and village justice courts
­ Identify common processing issues and prepares guidance and communications to JCF staff
­ Develop and deliver training on accounting and reporting requirements to town and village justice court personnel at various conferences, meetings, etc.

• Assist in the periodic revisions to the “Handbook for Town and Village Justices and Court Clerks” to reflect changes in procedures and legislation.

• Provide clear direction, expectations, and feedback to enhance staff development including the preparation and delivery of performance reviews and learning plans to ensure that staff are continuously developing in their current roles and progressing toward future career goals.

• Provide guidance and support that facilitates critical thinking and the development of professional judgment.

• Identify appropriate training and professional development opportunities for staff.
