Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervising Accountant.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant, Associate Accountant (State Accounts and Systems), Associate Auditor, or Associate Medical Facilities Auditor.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law AND possess 24 semester credit hours in accounting, auditing, or taxation courses.

Duties Description The New York State Education Department’s (NYSED) Office of Financial Administration is seeking candidates for a Supervising Accountant position. Under the direction of the Assistant Director of Financial Administration 2, the incumbent of this position will oversee the Accounts Payable and Accounts Receivable units. Duties of this position include, but are not limited to, the following:

• Oversee all Statewide Financial System (SFS) payable systems and reports to ensure payments are made in compliance with all federal and State regulations;
• Assist NYSED efforts during periods of fiscal year end closing to ensure funds are fully expended;
• Ensure that all revenue is deposited into the proper accounts and reconciled within all applicable State regulations and time frames, and utilize SFS accounting systems and reports;
• Oversee all SFS billings to other agencies and utilize the SFS billing module;
• Coordinate all activities concerning interagency payments with other New York State agencies, including payments and revenue received by NYSED for services provided to and by NYSED to other New York State agencies;
• Assist in the development of the annual indirect cost plan, including detailed analysis of financial system reports;
• Oversee the maintenance and transportation payments to consumers of NYSED services;
• Represent NYSED with SFS for all issues concerning procurement, revenue and interagency billing;
• Supervise all subordinate accountants and supporting personnel involved with all aspects of the duties described above; and
• Evaluate and implement accounting policies and procedures for all unit activities.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. *Leads to a maximum salary of $100,645 with annual performance advances.
