Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4 (HPA 4), G-29/M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service as Medical Assistance Specialist 3, G-27 and deemed eligible for transfer via Section 70.1 of the Civil Service Law OR in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 of the Civil Service Law.
Preferred Qualifications:
Familiarity with behavioral and physical health service coordination and the delivery of care management services, NYS Medicaid managed care and Medicaid fee-for-service benefits, coverage parameters, billing and claims processes. Experience with the development, implementation and management of new programs, especially as it relates to communication with stakeholders and the public. Experience with the design and administration of parameters for program and/or contract oversight and monitoring and the development of quality and outcome metrics. Supervisory experience in managing clinical, professional and administrative staff. Strong verbal and written communication skills and the ability to effectively facilitate meetings, work collaboratively in a team environment and manage multiple tasks and projects. Proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.
Duties Description The incumbent will work with the Health Home Bureau Director and serve as a manager within the Health Home unit with responsibility for directing state and contract staff in duties related to the implementation and management of the Health Home program. The incumbent will be required to supervise staff engaged in the review, analysis and interpretation of new and existing Federal and State legislation, regulations, and policy; participate in the development of legislation and regulations; develop and manage work plans and other program materials; draft and disseminate policies; prepare Request for Proposal applications, state plan amendments and waivers; oversight of contracts for CANS-NY and training, prepare system change requests and provider notices and actively participate in program design and implementation with staff at all levels of the Division. The incumbent will also coordinate the activities of the Health Home team related to monitoring and quality assessment, including collection of process metrics, performance of on-site surveys and the investigations of incidents, complaints, and grievances, as well as work with the State Implementation team.
Additional Comments Contingent-Permanent, full time appointment. Travel required, including attending local and regional meetings and participation in on-site visits of Health Home programs.
