Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or non-competitive 55b/c service as an Associate in Education Research.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.
Provisional Appointment: If the eligible list has fewer than three acceptors, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have:
Either 1. One year of permanent competitive or non-competitive 55b/c service as an Assistant in Education Research;
OR 2. A master’s degree AND five years of professional experience where your primary duty is research. Three years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Education Research position in the Office of Accountability (OA). This Office oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Every Student Succeeds Act (ESSA) funds. This Office also works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The Office implements federal and State accountability systems, including the calculation of student growth measures used for educator evaluation as well as institutional accountability purposes.
The Metrics Unit within the Office of Accountability is responsible for performing the analytic work associated with accountability for educators, schools, and districts in New York State. This includes calculating or coordinating the calculation of student growth and teacher/principal growth scores, analyzing the effectiveness of educational programs, supports, and interventions, supporting the development of Annual Professional Performance Review growth metrics and associated knowledge transfer, assisting in operationalizing new accountability metrics for public reporting and communication, and providing other analytic and data management support to the Office of Accountability. Duties of this position include, but are not limited to, the following:
• Coordinate Department teams and vendors to ensure accurate, on time provision of teacher and principal State-provided growth scores?
• Manage data transfers, including completing quality control of the data?
• Provide review of all vendor materials, instrument protocols, and analysis plans?
• Review business rules, technical reports, white papers, and communication materials?
• Maintain field communication related to the State-provided growth model, including responding to questions, preparing public-facing communication materials, and giving presentations, as requested?
• Use quantitative and statistical tools to conduct research and analysis, calculate, and provide quality control pertaining to institutional accountability determinations;
• Develop statistical programming to improve accuracy and efficiency of calculations?
• Analyze the effectiveness of educational programs, supports, and interventions by developing and examining data sets that include student achievement data, postsecondary variables, and other related information?
• Manage complex datasets and develop business rules and related documentation for data collection and reporting processes for use by internal and external customers who work with accountability data?
• Respond to requests for ad hoc analyses to address policy or programmatic questions, including creating ad hoc data reports, and
• Undertake special assignments, as directed.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. * Leads to a maximum salary of $103,609 based on annual performance advances.
