Minimum Qualifications Appointment to Administrative Assistant, SG-18: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.
Appointment to Administrative Assistant Trainee 1 or 2, NS*:
List Appointment: Candidates must be reachable for appointment on the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.
55 b/c Appointment: Candidates certified as 55 b/c eligible by the Department of Civil Service who possess a bachelor’s degree are eligible to apply.
*Candidates appointed at the trainee level will be required to serve up to a two-year traineeship.
Duties Description Under the direction of Division Engineers, the Administrative Assistant, SG-18, will work collaboratively with Administrative Services staff and assist in the oversight of programs in the Western Division. Duties will include but not be limited to the following:
•Maintains and monitors the budget for the Division and assists with developing annual budget proposals;
•Monitors expenditures for the Division and maintenance sections;
•Oversees the purchasing requests for the Division, including expenditures, purchasing and contracts for all sections;
•In conjunction with the Division Canal Superintendent, coordinates the recruitment performed by the Transportation Office Assistant 2 (TOA) in each Division section;
•Acts as liaison for Division and section with Human Resources (HR);
•Reviews postings and collaborates with Albany Headquarters on final version;
•Reviews eligible candidates by verifying qualifications of applicants;
•Assists in conducting interviews and making hiring decisions;
•Reviews qualifications and credentials, performs reference checks, and reviews other documentation to support transactions and decisions about hiring and promotion;
•Communicates general employee benefits information;
•Reviews and ensures probationary and performance evaluations are thorough and timely;
•Maintains employee rosters;
•Assists Canal Section Superintendent with counseling and disciplinary issues;
•Liaises drug and alcohol testing programs Omnibus Transportation Employee Testing Act (OTETA) and US Coast Guard, and License Verifications between NYPA and the Division;
•Determines the efficiency and effectiveness of work methods and procedures and recommend revisions;
•Reviews space needs and coordinates space utilization plans;
•Provides first response for Freedom of Information Law (FOIL) requests;
•Assists the Division Director with special assignments; and
•Acts as training coordinator with NYPA for the Division.
