Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.

Duties Description Supervision: Supervise the Medical Care Representatives in all technical aspects of their work, including their review of medical records to support the appropriateness of the service claims under the Comptroller’s pre-audit of Medicaid payments and the post audits of Medicaid and NYSHIP payments to providers. Supervise the Medical Care Representatives in all matters involving time and attendance, development of employee performance plans and preparing evaluations of the Medical Care Representatives’ performance. Also, review formal findings and conclusions reached by the Medical Care Representative before they are for transmitted to the Department of Health and the OMIG. As needed, supervise a team of auditors and Medical Care Representatives during on-site audits of Medicaid and NYSHIP billings.

Performs audit work and Writes Reports: Drafts the more complex audit findings and conclusions for transmittal to the Department of Health and the OMIG. Writes reports are clear, concise, objective, complete, well organized and prepared within the assigned time budget. Provide technical and medical assistance and advice to SGA staff on: the most complex cases, topics selected for audit, program policies and regulations, and information and controls in the claims processing and payment system. Provide technical expertise on the proper CPT coding for medical claims to identify claims that have been overbilled.

Evaluate and Train staff: Provide continuous OJT and formal training to SGA staff regarding medical procedures, billing codes and new problems identified in Medicaid and NYSHIP billings. Assist the State Program Examiners 3 in preparing evaluations of State Program Examiner staff SG-18 and below based upon their work on the audits. Organize education and training activities for the unit.
