Minimum Qualifications Candidates must be eligible to transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent competitive service in a qualifying title within two salary grades of this position. Provisional: One year of permanent service as a Mental Hygiene Staff Development Specialist 3 or Training Specialist 1 (Mental Hygiene).

Candidates appointed provisionally must take the next scheduled Civil Service examination for the title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description The New York State Office of Mental Health (OMH), Center for Human Resources Management, Bureau of Education and Workforce Development (BEWD), is recruiting to fill a Training Specialist 2 (MH), Grade 23 position in Albany.

This position will report to an Associate Director of Training 1 for several OMH training initiatives designed to train and develop the OMH workforce which have a direct impact on Health and Safety, and/or Core Mission, including, but not limited to:

Preventing and Managing Crisis Situations (PMCS) – This vitally important training program is mandated for OMH staff and strongly recommended for non-State staff working in inpatient settings. It is key to restraint and seclusion reduction efforts and the creation of a violence- and coercion-free environment in our hospitals. BEWD conducts train-the-trainer (TTT) programs statewide and certifies and mentors trainers who provide direct delivery for OMH programs and for non-State providers. With a sustained increase in demand for TTTs statewide, OMH has a great need to develop additional full-time PMCS Master Trainers (MTs) to ensure we have enough qualified MTs to meet the need of both our State and non-State providers. The incumbent will be expected to attain PMCS Master Trainer status. Additionally, the new PMCS implementation guidelines require BEWD to provide both pre- and post-training support to facility PMCS coaches; the incumbent will play a large role in the support of these coaches.

Partnering for Safety (PFS) – This program builds and maintains skills that support work environment and interpersonal safety for staff of both State and non-State mental health service providers working in community settings. PFS is mandated for OMH community/ outpatient staff and strongly recommended for non-State staff working in outpatient/ community settings. The incumbent will plan, organize, develop, and deliver PFS train-the-trainer programs and direct delivery of this program to State and non-State providers, and will also assist with curriculum revisions and development as needed to maintain the program. The incumbent will be expected to attain MT status. As with PMCS, the PFS curriculum will be updated with some, if not all, of the pre- and post-implementation strategies that were identified to be used with PMCS.

Training Delivery – Incumbent will design and deliver training programs for clinical and direct care staff throughout the OMH system based on needs assessments conducted. Examples of these trainings include Trauma-Informed Care, Recovery 101, Motivational Interviewing, Teen Intervene, and Clinical Supervision, as well as other clinical training that support both staff and health and safety and the core mission of OMH.
