Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the examination are: New York State Professional Engineer’s License with current registration.

Preferred Qualifications: One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems

Promotional: 1 year of permanent competitive service as an Assistant Engineer (Civil/Transportation) and a valid New York State Professional Engineer’s License with current registration.

Under the New York State Education Department guidelines, all professional engineers must practice only in their area(s) of competency or they may be subject to disciplinary action.

Duties Description The incumbent may be assigned either to the Construction Contract Administration Bureau or the Construction Quality Assurance Bureau.

As a Professional Engineer 1 (Civil/Transportation) you may perform professional engineering duties related to projects concerned with new or rehabilitated roads, bridges, railroads, airport structures, materials, waterways and roads; select, from a wide variety of alternatives, the most efficient and effective plan of work.

Typical duties may include, but are not limited to:

• Serve as an Office of Construction liaison to one or more Regions monitoring active construction projects. Provide technical and contract administration support related to: interpretation of specifications; review and approval of time extensions, overtime dispensations, and value engineering change proposals; facilitate timely communication; and perform quality assurance reviews.

• Interpret contract documents and resolve differences in interpretation. Coordinate and prepare official issuances related to specifications, construction inspection guidance, and policies for general engineering and safety topics. Provide general engineering support and review of issuances from other Department organizations and Regions.

• Manage safety for capital construction projects statewide, in regards to both worker safety and work zone traffic control. Monitor statewide worker safety and work zone traffic control incident reports; assure safety related issues are addressed effectively and timely; and be proactive in distributing policy changes and best practices related to work zone, MUTCD and OSHA requirements.

• Work cooperatively with the Office of Traffic Safety and Mobility and Regional groups on the Work Zone Traffic Control Quality Assurance Program for assessment of active construction work zones.

• Represent the Office of Construction to a variety of in-house and external groups including industry associations such as AGC, GCA, and LICA. Attend and participate in various Regional Meetings and joint DOT/Industry Specification and Safety Committee meetings.

• Provide technical training and presentations to various groups as needed.

• Supervise and train subordinate engineers and/or technicians.

• Complete special assignments as needed.

• Occasional travel may be required.

• Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
