Minimum Qualifications Eligible for 70.1 transfer with one year of permanent competitive service as an Associate Accountant.
Duties Description Perform a systematic examination and appraisal of ONCS’ accounting and program records and reports financial information to ensure that all accounts are maintained in compliance with applicable laws, rules, regulations and contract provisions. Evaluate ONCS’ internal controls and practices.
Provide a preliminary review and analysis of grant applicants’ fiscal systems and ability to administer federal funds. Conduct reviews of applicants’ budgets. Determine the ability of each contracting organization to operate its program effectively and efficiently. Prepare and submit ONCS grant application budgets through electronic and other means. Coordinate training for and train grant contractors on the requirements of the U.S. Office of Management and Budget (OMB) and all applicable grant provisions in the preparation of periodic financial reports to ONCS. Serve as first point-of-contact for all ONCS contractors and/or subcontractors on fiscal matters.
Comply with the contract management schedule for submitting program contracts and claim payments. ONCS program staff will provide the first level of review for appropriateness and eligible expenses. The Associate Accountant will then conduct the second level of review before the contract or claim goes to the OCFS Bureau of Contract Management (BCM) for approval and payment. Monitor contractors’ fiscal systems and financial reporting practices by conducting on-site financial site visits and reviews contracts on a rotating basis and in special circumstances as approved by the Executive Director. Confer and collaborate with each contractor, as necessary, to review its budget, monitor expenditures where appropriate and feasible, and keep the contractor’s spending on target.
Monitor ONCS expenditure levels against each annual budget throughout the fiscal year and provide the Executive Director with frequent reports. Prepare and submit federal financial reports, grant application budgets and other financial material required or requested by funding sources. Respond to fiscal inquiries from federal and other agencies and work with the staff who administer federal grants, when necessary.
