Minimum Qualifications MINIMUM QUALIFICATIONS:
Currently a permanent Rehabilitation Counselor 2 or 70.1 Transfer Eligible within two grades as determined by Civil Service.
Promotion Qualifications: One year of permanent service as a Rehabilitation Counselor 1.
Simultaneous to this posting, the civil service list for Rehabilitation Counselor 2 will be canvassed. Duties Description POSITION DESCRIPTION:
Ensure individuals reach their optimal level of functioning by developing individual day habilitation plans, setting goals, and monitoring an individual’s progress in reaching those goals. Supervise direct care and/or clinical staff; provide specialized training and guidance to staff; and may direct paraprofessional staff involved in implementing service plans.

PRIMARY DUTIES AND RESPONSIBILITIES:
The successful Rehabilitation Counselor 2 candidate will be responsible for (but not limited to):
• Understanding community inclusion and how to initiate new endeavors within the limitations of program schedules, staffing, and individual service recipient’s needs.
• Maintaining program certification, including ensuring the program operates in accordance with Day Hab regulations.
• Coordinating transportation services with contracted transportation vendors.
• Attending and participating in Interdisciplinary Treatment Team meetings.
• Managing the site budget effectively.
• Having the ability to supervise day program staff and volunteers, ensure work assignments are fairly allocated, and ensure all staff training needs are addressed promptly.
• Experience in development of habilitation plans and supervision of the implementation of habilitation plans as a QIDP.
• Ability to function as an interdisciplinary team, communicate clearly, and problem solve when conflict arises with professional, direct care and other members of the team.
• Ability to communicate in a thorough, concise, accurate and professional manner, both verbally and in writing.
• Provide supervisory coverage/oversight in the absence of the Treatment Team Leader.
SELECTION CRITERIA:
Candidates will be expected to demonstrate and will be evaluated against the following criteria:
• Ability to perform duties as outlined above.
• Possess an acceptable attendance record as specified in the CNYDDSO time and attendance manual.
• Possess an acceptable work record (e-file).
• Experience in supervision or knowledge of effective supervisory practices.
• Demonstrate knowledge of the regulations governing the operation of a day habilitation program and other DDSO regulations, policies and procedures.
• Ability to clearly communicate both verbally and in writing with professional staff, direct care staff, and all other members of the team, and ability to interface at all agency levels.
• Flexibility to change working hours to meet individual and program needs.

Additional Comments SHIFT/PASS DAYS: 7:30 a.m. – 4:00 p.m. Monday – Friday, with flexibility to meet program needs. Saturday/Sunday Pass Days

OTHER: Must have the ability to adjust work hours to meet the operational/supervisory needs of the organization in accordance with Article 32 of the PS&T Contract.
