Minimum Qualifications Candidates must be eligible to transfer via 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. • Experience using the Statewide Learning Management System (SLMS) as a Learner, Manager, and/or Administrator.

Duties Description Under the direction of the Associate Director of Training, will have responsibility for several OMH training initiatives designed to train and develop the OMH workforce and that have a direct impact on Health and Safety, and/or Core Mission, including, but not limited to:

• SWCE – Support the Social Work Continuing Education (SWCE) project. This project is critical to support the 1,000+ licensed social workers employed by OMH, as well as those employed by other agencies (OASAS, OPWDD, etc.) who attend OMH training. This project requires several staff resources, involving both the administrative and the clinical side of BEWD. In addition to application review and approval, there is a significant amount of SLMS work for social work continuing education courses, as well as a large number of completion certificates that must be created manually. The NYSED requires that BEWD keep meticulous records of all documents related to SWCE. The SWCE project work is time-sensitive; licensed social workers are required to submit documentation of their requisite coursework to the NYSED within certain deadlines.

• Training Delivery – Incumbent will be expected to deliver many non-clinical programs in the BEWD catalog as well as contribute to curriculum development and maintenance.

• OMH Professional Development Program (PDP) – Incumbent will revise and relaunch the OMH PDP to include new elements of the program, revised documentation, updated requirements, and a new marketing effort to promote the program to interested staff across OMH. The incumbent will also maintain the PDP mailbox, including processing all applications, attestations, and requests for information related to PDP.


• Mandated Training Reference Grid (MTRG) – Incumbent will embark on a project of significant time and effort in the revision of the MTRG. This will require interaction with staff at a senior level in OMH to secure updated course requirement information, references, and required audience details.

• Mandated Training Programs Manager – Incumbent will serve as program lead for OMH mandated training programs including oversight of Sexual Harassment Prevention, Equal Employment Opportunity, Ethics, HIPAA, Information Security, HazCom, Workplace Violence Prevention, Code of Conduct (OIG), all mandated supervisory training programs (e.g, Reasonable Accommodation, Performance Management), and all Justice Center mandates. Responsibilities include developing and/or updating curriculum; communicating timelines and content for compliance with initial, refresher and new training; delivering and/or arranging for delivery of programs statewide; tracking/reporting on compliance and following up with organizations that are out of compliance; and serving as liaison to control agencies including GOER, Justice Center, Office of the Inspector General, as well as to facilities and Central Office divisions.


• Elearning Development – Incumbent will work with other team members to develop elearning courses for deployment through SLMS. BEWD has a significant backlog of request for elearning development, including requests from the Division of Forensic Services, the Bureau of Health Services, et al.

• GOER Training Programs Manager – Incumbent will serve as the OMH liaison to GOER’s Workforce Development Unit to manage OMH participation in programs including the Learning and Development Series, Manager/Supervisor Training programs, Leadership Forums, Leadership Classroom, Trainer Certification Program, and all Train-the-Trainer programs.
