Minimum Qualifications Current New York State employee with one year or more of permanent or contingent-permanent service as an Associate Director of Human Resources 3 Labor Relations, M-3 OR one year or more of permanent or contingent-permanent competitive service in a title at or above a G-27/M-2 and eligible for transfer under section 52.6 of the Civil Service Law.

Preferred Qualifications:
Experience in the employee relations field within State government. Excellent writing, organizational and analytical skills. Strong interpersonal skills and ability to work with and manage conflicting points of view. Strong investigatory skills.

Duties Description Reporting to the Director of Human Resources 5, the incumbent will oversee a large, diverse labor relations program and supervise staff engaged in various labor relations activities. Supervise professional staff ensuring that sound technical advice is provided to program managers, employees and union representatives regarding issues addressed by the negotiated agreements between the State and the employee unions. Provide technical guidance and consultation on labor relations issues to Department Executive staff, Management and Health Care Facilities management. Assist the Governor’s Office of Employee Relations in preparing the Department/State’s cases at improper practice hearings before PERB, liaison with the Division of Legal Affairs on litigation, and interact with Office of the Inspector General on referrals. Serve as Co-Chair of the Department’s PEF Statewide Labor Management Committee. Participate in development of Policies and Procedures for the Department. Oversee the employee relations activities of the five health care facilities across the state, traveling to those and regional and district offices as necessary.

Additional Comments Temporary, full-time. This is a temporary shadow item. This position will require 20% travel throughout New York State; occasionally to areas that are not serviced by public transportation.
