Minimum Qualifications Current license to practice medicine in New York State, board certification in a medical specialty, and either a master’s degree in Public Health, or two years of experience in a public health program.
Preferred Qualifications:
Strong leadership experience in a health care organization, delivery system, or clinical environment. Experience in clinical management, quality measurement, development or implementation of clinical care or patient safety standards, experience in quality improvement initiatives. Strong organizational, interpersonal, and written/verbal communication skills. Ability to handle multiple, competing priorities. Computer literacy and knowledge of database management.
Duties Description This position will function as the Medical Director for the OPCHSM. Reporting to the Deputy Commissioner, OPCHSM, the incumbent will provide medical expertise and consultation to advance improvements in population health, clinical quality, and patient safety through effective health system planning and oversight. This includes, but is not limited to: establishing and integrating quality metrics into health system planning and licensure approval decisions; establishing and maintaining clinical standards for existing and emerging health care settings such as off-campus emergency departments or outpatient settings in which more complex medical care is provided; evaluating data to identify and facilitate clinical improvement initiatives with other DOH programs, other state agencies, health care providers, and others in areas such as: effective patient management through advanced primary care; adverse event analysis and feedback to providers; management of chronic conditions such as diabetes and healthcare acquired infection prevention, and development of health care provider requirements to prevent and respond to communicable diseases (Ebola, C. Auris, etc.). The Medical Director will provide leadership on DOH policy development initiatives in areas such as telehealth, opioid abuse, the integration of primary care with behavioral health, ambulatory care and long-term care quality. The Physician will provide clinical leadership to align OPCHSM’s oversight activities with the State’s health system transformation goals articulated in the Delivery System Reform Incentive Program. The incumbent will play a key role in ensuring effective health care system emergency preparedness and response, and will serve as the primary medical advisor to ensure appropriate standards for emergency medical services and pre-hospital care, and clinically safe implementation of the State’s medical marijuana program. The incumbent will serve as the clinical liaison with the State Emergency Medical Advisory Committee and the State Trauma Advisory Committee. In summary, the Medical Director will provide medical expertise to ensure that the State’s health care system provides high quality, patient-centered, efficient care and services.
