Minimum Qualifications Permanent service in this title, or one-year permanent service in a title allocated to a SG-16 or higher and otherwise eligible for transfer under Civil Service Law. Candidates on the PCO, PATT and Contract Management Specialist 1 eligible lists will be canvassed. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a position SG-11 or higher, have a Bachelor’s degree, and have taken and passed the PCT, PCO or PATT exam. Questions on eligibility can be directed to the Human Resources Office.
Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the CMS1, SG-18 level.
Preferred Qualifications: Experience using the Statewide Financial System (SFS) is preferred.
Duties Description •Assisting with coordinating the solicitation, evaluation and awarding of grants through a variety of procurement methods, such as RFPs, IFBs, Sole/Single Source procurements etc.;
•Assisting in the management of the solicitation through the State’s Grants Gateway system;
•Reviewing proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with Agency programs and goals, availability of funds and appropriateness of rates;
•Ensuring adequate funding is allocated in Statewide Financial System to support contract payments;
•Preparing procurement packages associated with solicitations and coordinating the movement of the contracts through the control agency approval process;
•Following up on proposed contracts throughout the approval process with internal reviewers and external approval agencies;
•Assisting with developing and updating contract materials, reports and instructions, and policies and procedures for use by grant-funded programs;
•Reviewing budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations;
•Monitoring and processing contract claims and vouchers for assigned contracts;
•Examining quarterly expenses for compliance with federal and State requirements;
•Approving program transactions including vouchers for payment, subcontracts, leases, equipment purchases, dispositions, and travel requests;
•Resolving problems identified by Agency staff or vendors with the contract, solicitation, or other related financial documents;
•Drafting written responses to interested parties on contract awards and contract status;
•Drafting of reports, analyses, and correspondence as required for federal, State, Agency, and departmental purposes;
•Supervising clerical or paraprofessional staff;
•Training new subordinate staff in the procedures and techniques required for effective job performance;
•Assisting with special assignments and projects; and
•Working closely with other Agency departments, federal and State agencies, and grant-funded programs to effectively accomplish the responsibilities of the position.
