Workforce Programs Specialist Trainee 1, NS, equated SG 13:
Employees with one year of permanent competitive or 55 b/c service in one of the following titles:
Administrative Aide (and Parenthetics) – SG 13
Agency Program Aide (and Parenthetics) – SG 13
Program Aide (and Parenthetics)
Workforce Programs Specialist Trainee 2, NS, equated SG 14:
Employees who are currently serving as a permanent Trainee 2, in certain titles filled by the PCO exam.
Workforce Programs Specialist 1, SG 18:
Employees with one year of permanent competitive or 55 b/c service, or who have successfully completed a traineeship, in one of the following titles:
Employment Services Representative – SG 18
Jobs Program Specialist – SG 16
Labor Services Representative – SG 16
Labor Services Representative (any language parenthetic) – SG 16
Labor Services Representative (LVER) – SG 16
Supervising Labor Services Representative – SG 20
Unemployment Insurance Reviewing Examiner – SG 16
**Labor Services Representative (DVOP), SG 16 and hourly positions are not 70.1 transfer eligible
70.4 Transfer: Candidates with one year of permanent, competitive service at salary grade 11 or higher AND a Bachelor’s degree with a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Transition Test (PATT) may be considered for a 70.4 transfer to a Workforce Programs Specialist Trainee 1, NS equated SG 13.

Duties Description The Workforce Programs Specialist 1 duties include but are not limited to: assisting in the development, monitoring, and management of workforce development training programs and apprenticeship programs, and contracts and proposals, with routine and ad hoc reporting. The Workforce Programs Specialist 1 will also conduct field visits to apprenticeship training programs to evaluate program development; analyze and prepare detailed reports; provide technical assistance and guidance to program sponsors, workforce development partners and other agencies to ensure compliance with applicable laws and regulations; and promote and market apprenticeship to businesses and educational communities.
