Minimum Qualifications A permanent appointment is available to those individuals who are eligible to transfer via Section 52.6 of the Civil Service Law; OR
A provisional appointment may be made to individuals who meet the following minimum qualifications:
Promotion: One year of permanent competitive service as Lottery Regional Director 1 (M-2), Lottery Research Program Development Specialist (M-2), Manager Lottery Retail Operations (M-2), Lottery Upstate Director or Lottery Game Director (M-3); OR
Open-competitive: Bachelor’s degree and seven years of qualifying experience in any of the following areas: oversight of software systems applications; secure electronic communications networks; program management; auditing, or internal controls. In addition, at least four years of the qualifying experience must be as a supervisor or manager.
Substitution: A Master’s degree may substitute for one year of the non-supervisory experience.
Provisional Appointment: Provisional employees have no Civil Service status and acquire no vestee rights by virtue of their temporary or provisional service. The appointed individual must take the next exam, pass it, and be immediately reachable on the list in order to maintain their position.
Duties Description Under the general direction of the Director, Lottery Games Operations, the incumbent manages all online and instant games and wagering systems of the Lottery. The Manager supervises the Lottery Game Director, the Manager of Lottery Drawings, and staff. Duties include:
• Manage, plan, coordinate and implement Lottery Operations programs.
• Review and recommend central system specifications.
• Help plan, develop and evaluate system and service contracts.
• Design and develop requests for proposals (RFPs) for operations.
• Participates in evaluating RFPs.
• Direct audits and conduct analysis of contractors’ performance relative to sales, funds transfers, contract compliance, management system accuracy and security and integrity of games.
• Collaborate with the Office of Information Technology Services (ITS), Lottery Marketing, Central Systems Supplier and third party vendors to maintain and enhance Lottery products.
• Coordinate vendor and ITS efforts on multi-state compliance requirements.
• Manage vendor and Lottery testing and implementation of games software and hardware.
• Assess penalties for non-compliance with contractual requirements.
• Work with marketing and sales in implementing new games and promotions.
• Oversee and monitor the interfaces between the Lottery’s gaming system, internal control system and its consumer facing digital portfolio, currently including mobile applications, player’s club, subscriptions, microsites, consumer facing website and retailer website.
• Develop standards, ensure Lottery outward facing assets (websites, mobile applications, digital games and other third party assets) meet State security requirements in collaboration with ITS, internal departments and vendor partners.
• Protect Lottery assets by managing appropriate controls, including access management, monitoring and ongoing evaluation.
• Ensure disaster preparedness plan is current and aligns with existing vulnerabilities and risks.
• Advise management of critical security issues and recommend risk reduction solutions.
• Review and update policies and procedures.
• Manage other Lottery operational initiatives as directed.
• Serve as Deputy to Director, Lottery Games Operations.
• Supervise auditing staff.
